About out-of-school education

This Law according to the Constitution of Ukraine determines state policy in the field of out-of-school education, its legal, social and economic, and also organizational, educational and educational bases.

Section I. General provisions

Article 1. Determination of terms

For the purposes of this Law the following terms are used:

system of out-of-school education - the educational subsystem including the public, utility, private institutions of out-of-school education; other organizations of education as the centers of out-of-school education (organization of general secondary education irrespective of subordination, types and patterns of ownership, including schools of social resettlement, interschool industrial practice plants, organizations of the professional (professional) and professional prehighest) circles, sections, clubs, cultural and educational, sports, scientific and search associations based on organizations of general secondary education, industrial practice plants, organizations of the professional (professional) and professional prehighest; clubs and associations at the place of residence irrespective of subordination, types and patterns of ownership; cultural and educational, sports and improving, sports and other facilities of education, organization; funds, associations which activities are connected with functioning of out-of-school education; relevant organs of management of out-of-school education and scientific and methodical organizations; other subjects of educational activities providing educational services in system of out-of-school education;

out-of-school education - set of knowledge, skills which is gained by pupils, pupils and listeners in organizations of additional education, other subjects of educational activities for programs of out-of-school education;

institution of out-of-school education - compound systems of out-of-school education which provides knowledge, creating skills on interests, provides needs of the personality for creative self-realization and intellectual, spiritual and physical development, preparation for vigorous professional and public work, creates conditions for social protection and the organization of informative leisure according to capabilities, talents and the state of health of pupils, pupils and listeners;

organization of specialized out-of-school education - organization of additional education which provides specialized education of the art, sports, military or scientific direction;

art school - organization of specialized art education: musical, art, choreographic, choral, school of arts which provides primary art education;

branches of organization of additional education - structurally separate divisions of organization of out-of-school education which are outside arrangement of the main out-of-school organization of education and carrying out the same educational activities as the main organization of additional education in general or in its separate directions;

pedagogical load of pedagogical employees of organizations of additional education - time intended for implementation of educational process by pedagogical employees of organization of additional education;

educational activities of organization of additional education - process of provision of knowledge, forming of skills in the different directions of out-of-school education, development of mental and creative abilities, physical qualities according to inclinations and requests of the personality;

pupils - persons visiting the circles, clubs, creative associations, sections of organization of additional education on interests, capabilities and bents receiving preprofessional preparation;

pupils - persons visiting classes and other creative associations of organization of additional education in which teaching and educational work is organized in the form of cool and fixed or other system;

listeners - persons who are carrying out research, search and experimental work on different problems of science, the equipment, art;

the individual development program - the document providing individualization of training of person with special educational needs;

inclusive training is system of the educational services guaranteed by the state which is based on the principles of nondiscrimination, accounting of variety of the person, effective involvement and inclusion in educational process of all his participants;

the inclusive educational circle - set of conditions, methods and means of their realization for coeducation, education, development and socialization of job seekers of education taking into account their requirements and opportunities;

person with special educational needs - person who needs additional continued or temporary support in educational process for the purpose of providing its right to out-of-school education.

Article 2. Legislation of Ukraine on out-of-school education

The legislation of Ukraine on out-of-school education is based on the Constitution of Ukraine and consists of the Law of Ukraine "About education", this Law, international treaties of Ukraine which consent to be bound is this the Verkhovna Rada of Ukraine, other regulatory legal acts.

Article 3. Tasks of the Law of Ukraine "About out-of-school education"

Tasks of this Law are:

providing rights of citizens to receipt of out-of-school education;

determination of the basic principles of state policy of rather out-of-school education;

creation of regulatory framework for further development of out-of-school education; establishment of the legal basis of activities of organizations of additional education;

determination of the main directions, content and forms of educational process in organizations of additional education;

determination of the rights and obligations of participants of educational process, establishment of responsibility for violation of the legislation on out-of-school education;

creation of conditions for charity of legal entities and physical persons for the purpose of development of out-of-school education;
