About the state support of publishing case in Ukraine
This Law determines bases of the state support of publishing case in Ukraine, is directed to overcoming crisis in domestic book publishing and creating favorable conditions for its development.
In this Law the stated below terms and concepts are used in the following value:
grant - money (financial resources) provided on non-paid, interest-free and irretrievable basis to subjects of managing and physical persons by results of competitive selection for program implementation, projects, actions, and also for institutional support of subjects of publishing, irrespective of pattern of ownership;
government subsidy - the monetary assistance provided on non-paid and irretrievable basis by the Ukrainian institute of the book to the distributor of publishing products (book products) on cost recovery, determined by this Law;
the European canon of the Ukrainian literature - the works of the Ukrainian literature selected by the international advisory council answering to patterns and dynamics of the European literature;
the book edition - the edition which feature of material structure is the fastening of sheets in root with cover or frame. The book edition can be text, graphic, musical, cartographic;
book products - set of the book editions issued by the publisher (publishers) or intended to release.

The purpose of the state support of publishing case in Ukraine is:
recognition of spiritual function of the book in society;
satisfaction of spiritual, educational and cultural needs of the Ukrainian people by means of books;
providing state interests on protection of national information space;
assistance to increase in release of book products in Ukraine, to decrease in its cost and increase in competitiveness both in the domestic book market, and outside Ukraine;
updating and retrofitting of publishing and printing base of subjects of publishing and creating favorable conditions of their development.
Operation of this Law extends to the subjects of publishing performing the activities according to the Law of Ukraine "About publishing".
State policy in publishing case is based on recognition of spiritual, scientific and educational and cultural and creative function of the book in society and on the principles of respect for freedom in publishing case, counteractions of its monopolization, strengthening of material, organizational, legal and scientific basis of publishing case, guarantee of social and legal protection of his workers.
State policy in publishing case goes for support of development of national book publishing, satisfaction by means of books of spiritual, educational and cultural needs of citizens of Ukraine, including persons with sight violations.
State policy in publishing case according to effective objective is performed by tax, customs, currency and other types of regulation, and also by state supports of projects in the field of publishing case.
After accomplishment of the state order the contractor has the right to production for own means on the conditions defined by the author's agreement, the additional circulation of the edition issued according to the state order for filling of the book market and satisfaction of production requirements.
