Based on part six of Article 18 and part two of article 28 of the Law of the Republic of Belarus of November 25, 2011 "About archiving and clerical work" the Ministry of Justice of the Republic of Belarus DECIDES: No. 323-Z

1. Approve Rules of work of the Public Records Offices with film, photo, phono - and video documents (are applied).

2. This resolution becomes effective from the date of its official publication.

Rules of work of the Public Records Offices with film, photo, phono - and video documents

Section I. General provisions

Chapter 1. Field of distribution and application

1. These rules establish operating procedure of the Public Records Offices (further – archives) with film, photo, phono - and the video documents (further, unless otherwise specified, – audiovisual documents) irrespective of data carrier type which are subject to permanent storage and also the single requirements imposed to activities of the archives storing audiovisual documents for ensuring their accumulating, storage, accounting and use.

Section II. Structure and types of audiovisual documents

Chapter 2. Structure of audiovisual documents

3. The audiovisual document - the document containing graphic and (or) sound information which reproduction requires use of the corresponding equipment.

Treat audiovisual documents:

film documents;

documentary photographs;

phonodocuments;

video documents.

Differentiate originals and copies of audiovisual documents.

4. Originals of audiovisual documents are the documents received as a result of author's shooting and the primary record of graphic and (or) sound information:

4.1. originals of film documents:

negative - the original of the film document on the negative film carrier received as a result of filming with the subsequent chemical and photographic processing and intended for production of copies of the film document;

negative of photographic (optical) record - the original of soundtrack on photographic tape intended for replication of film copies and duplication of the movie;

the monophonic original of rewriting - the original of soundtrack received by means of mechanical or digital recording and containing sound components of the movie (the speech, music, noise);

positive on the turned film - the original of the film document received as a result of filming with the subsequent chemical and photographic processing and intended for direct reproduction of information;

4.2. originals of documentary photographs:

photonegative - the original of the documentary photograph in the form of the single negative image received on the transparent carrier as a result of shooting with the subsequent chemical and photographic processing and intended for production of copies of the documentary photograph;

photographic plate - the original of the documentary photograph in the form of the single negative image received on glass or other plate and intended for production of copies of the documentary photograph;

photo album - the original of the documentary photograph in the form of meeting of photoprints in the form of the book, the folder;

slide (slide) - the original of the documentary photograph in the form of the single positive image on the transparent film carrier intended for survey on gleam or screen displays;

the hologram - the original of the documentary photograph on the transparent film carrier received by means of the holographic equipment and providing the volume image;

stereoslide - the original of the documentary photograph in the form of couple of positive images on the transparent film carrier which by consideration in the three-dimensional device provides the volume image;

the documentary photograph in digital format on the electronic medium - the original of the documentary photograph received as a result of digital photographing and intended for reproduction of information, production of copies by means of the computer equipment;

4.3. originals of phonodocuments:

the wax roller - the original of the phonodocument on the hollow cylinder from wax-like weight received by means of phonographical record;

the gramophone original - the original of the phonodocument on the metal disk carrier received by means of mechanical recording;

record on magnetic tape - the original of the phonodocument received by means of the magnetic record;

record on the electronic medium - the original of the phonodocument received by means of digital record;

4.4. originals of video documents:

video soundtrack on the analog carrier - the original of the video document received as a result of video sound recording in case of which the signal registers in analog format;

video soundtrack on the electronic medium - the original of the video document received as a result of video sound recording in case of which the signal will be transformed to digital format.

5. Copies of audiovisual documents are the documents made as a result one - or repeated copying of the original containing graphic and (or) sound information, and information intended for reproduction and copying of documents:

5.1. copies of film documents:

positive - the copy of the film document made as a result of seal from negative;

intermediate positive - the copy of the film document made as a result of seal from negative on special film;

kontratip (double negative) - the copy of the film document made as a result of seal from intermediate positive;

internegativ - the copy of the film document made as a result of seal from negative on high-quality colored negative film;

interpozitiv - the copy of the film document made as a result of seal from negative on high-quality colored positive film;

5.2. copies of documentary photographs:

photopositive - the copy of the documentary photograph made as a result of seal from photonegative on film or photographic paper;

fotokontratip - the copy of the documentary photograph made as a result of seal from photographic paper on film;

double negative - the copy of the documentary photograph made as a result of seal from photopositive on film;

the documentary photograph on the electronic medium - the copy of the documentary photograph made from the original or the copy of the documentary photograph by means of digital photographing;

5.3. copies of phonodocuments:

gramophone record (further - phonograph record) - the positive copy of the gramophone original in the form of disk made by pressing, stamping or casting;

record on magnetic tape - the copy of the phonodocument made from the original or the copy of any system of sound recording by means of the magnetic record;

record on the electronic medium - the copy of the phonodocument made from the original or the copy of any system of sound recording by means of digital record;

5.4. copies of video documents:

video soundtrack on the analog carrier - the copy of the video document made from the original or the copy by means of the analog recording;

video soundtrack on the electronic medium - the copy of the video document made from the original or the copy by means of digital record.

Chapter 3. Types of audiovisual documents

6. The film document - the audiovisual document containing graphic (in silent cinema) and sound (in sound cinema) information fixed by cinema method in the form of consistently located single images.

7. Film documents are classified on:

to external signs (the movies, special issues, newsreels separate film and teleplots, film sketches, the film chronicle, work material, remaining balance from installation of certain chromaticity (black-and-white and color) on film of various formats);

to subspecific features (chronicle and documentary, popular scientific, educational, art and publicistic, art, animation).

8. The documentary photograph - the audiovisual document containing the graphic information fixed by photographic method in the form of single images.

9. Documentary photographs are classified on:

to external signs (documentary photographs of certain chromaticity (black-and-white and color), to the sizes (the size 0 - 2, x 3,5 of cm; the size is 16 x 6 cm and 6 x 9 cm; the size 2 - 9 x 12 cm; the size 3 - 10 x 15 cm; the size 4 - 13 x 18 cm; the size 5 - 18 x 24 cm; the size 6 - 24 x 30 cm; the size 7 - 30 x 40 cm), on various data carriers (film, photographic plates, photographic paper, electronic media); photo albums;

to subspecific features (chronicle documentary photographs, portraits, landscapes).

10. The phonodocument - the audiovisual document containing the sound information fixed by means of system of sound recording.

11. Phonodocuments are classified on:

to external signs (phonodocuments of certain system of sound recording (phonographical, gramophone, shorinofonny, optical, magnetic, digital) on various data carriers (wax rollers, gramophone originals, phonograph records, magnetic tapes, electronic media);

to subspecific features (to record of events, memoirs, interview; literary works and arts; educational, scientific and educational, art and educational).

12. The video document - the audiovisual document containing the graphic and sound information fixed by means of certain system of video sound recording.

13. Video documents are classified on:

to external signs (videos, video programs, video topics, the work video record of certain system of video sound recording (magnetic, digital) on various data carriers (magnetic tape, electronic media);

to subspecific features (chronicle and documentary, popular scientific, educational, art and publicistic, art, animation).

Section III. Ensuring safety of audiovisual documents

Chapter 4. Creation of optimum conditions of permanent storage of audiovisual documents

14. Ensuring safety of audiovisual documents represents complex of the interconnected actions for creation and observance of optimum conditions and proper stores organization of documents.

15. The building of archive shall comply with the technical requirements providing high durability of the main structures of the building and their fire resistance, to have technical reinforcement according to the operating technical regulatory legal acts on the security and fire-proof modes. In the building of archive certain rooms for acceptance, dismantling and temporary document storage, for monitoring procedure of technical and physical and chemical condition of documents, for carrying out restoration and conservation and preventive processing (production laboratories), for document storage (storage) are provided; complex of the reading room (reading room, room of listening, viewing hall, site of information retrieval systems); rooms for placement of reference fund and library; rooms for employees of archive.

The quantitative structure of rooms is determined by nature and amount of the audiovisual documents which are stored in archive. Storages and rooms where works with documents are carried out, are equipped with air conditioning systems.

16. Production laboratories of archive are:

film and photolaboratories for restoration and conservation and preventive processing, control of technical and physical and chemical condition and copying of documents, preparation and regeneration of solutions, storage of chemicals and film, and also the documents intended for collection of secondary precious metals;
