2. Approve Regulations on basic educational institution of additional professional education of law enforcement officers and special services of state members of the Collective Security Treaty Organization it (is applied).

I. General provisions

1.1. The status of basic educational institution of additional professional education of law enforcement officers and special services (further - basic educational institution) state members of the Collective Security Treaty Organization (further - the CSTO or the Organization) is given to State educational institution of additional professional education "All-Russian institute of advanced training of police officers of Russia" (further - VIPK Ministry of Internal Affairs of Russia) for the purpose of enhancement of training of law enforcement officers and special services of state members of the CSTO in the field of counteraction to terrorism, extremism, drug trafficking, illegal (illegal) migration, other types of transnational organized crime, and also specialists for participation in peacekeeping missions and teachers of organizations of formation of law enforcement agencies and special services of state members of the CSTO.

1.2. In the activities the basic educational institution is guided by the conventional principles and rules of international law, Articles of organization of the Agreement on collective security, international treaties and the decisions made within the Organization, the Charter of VIPK Ministry of Internal Affairs of Russia, other regulatory legal acts, and also this Provision.

1.3. The basic educational institution performs the activities within system of educational institutions of the Ministry of Internal Affairs of Russia in interaction with the Secretariat of the CSTO and other bodies of the Organization.

II. Tasks and activities

2.1. The main objectives of activities of basic educational institution are:

advanced training and professional training (retraining) of law enforcement officers and special services of state members of the CSTO in the following directions: counteraction to terrorism, extremism, drug trafficking, illegal (illegal) migration, other types of transnational organized crime, participation in peacekeeping missions, and also teachers of organizations of formation of law enforcement agencies of state members of the CSTO;

development taking into account national and regional specifics of state members of the CSTO of educational and program documentation of advanced training and professional training (retraining) of law enforcement officers and special services in the field of counteraction to terrorism, extremism, drug trafficking, illegal (illegal) migration, participation in peacekeeping missions, and also teachers of organizations of formation of law enforcement agencies of state members of the CSTO;

carrying out following the results of training of the certification including examination, offsettings by the listeners who had advanced training or professional training (retraining) in basic educational institution, and issue successfully completed training course of the documents of the state sample of the Russian Federation provided for law enforcement officers;

development taking into account national and regional specifics of state members of the CSTO of recommendations to educational programs of advanced training and professional training (retraining) of law enforcement officers and special services of state members of the CSTO for the following directions: counteraction to terrorism, extremism, drug trafficking, illegal (illegal) migration, other types of transnational organized crime, participation in peacekeeping missions, and also teachers of organizations of formation of law enforcement agencies of state members of the CSTO;

development, approbation and distribution of educational and methodical and research materials on activities of basic educational institution;

development of cooperation of organizations of education, research organizations of law enforcement agencies and special services of state members of the CSTO;

assistance to exchange of listeners, graduate students and teachers between the relevant educational institutions of state members of the CSTO;

the organization of the international conferences and other actions for the urgent problems developed by basic educational institution.

2.2. For realization of the specified tasks the basic educational institution carries out work on the following directions:

advanced training of research and educational personnel in the above-stated directions by the organization and holding training of law enforcement officers and special services;

development of innovative pedagogical, information technologies of the accelerated assimilation of knowledge, methods, acceptances and forms of education of law enforcement officers and special services, taking into account their professional activity, in usual and extreme conditions;
