The main directions of interaction of state members of the Collective Security Treaty Organization on identification and suppression of arms trafficking in mass destruction, means of its delivery and the materials relating to them

State members of the Collective Security Treaty Organization confirm readiness for cooperation in carrying out necessary measures for counteraction to distribution the weapons of mass destruction (WMD), means of its delivery and the materials relating to them according to the purposes and the principles of the UN based on the Resolution of the UN Security Council of 2004 1540 and Statements of the Collective Security Treaty Organization on policy issues in the field of non-proliferation of November 12, 2004.

For the purpose of effective interaction on identification and suppression of illicit trafficking to OHM, means of its delivery and the materials relating to them they intend to take the following steps:

1. Conjoint analysis of the degree of threat to illegal distribution to OHM, means of its delivery and the materials relating to them for the purpose of development of the coordinated measures of adequate reaction.

2. Carrying out regular consultations of experts of state members of the CSTO for studying of vulnerability of freight transportation (sea, land, air) from the point of view of their probable use for illicit movement to OHM, means of its delivery and the materials relating to them through the territories of state members of the CSTO.

3. Development by experts of state members of the CSTO of offers on harmonization of national legal systems in the field of counteraction to illicit trafficking to OHM, means of its delivery and the materials relating to them.

4. Establishing regular contacts and development of offers on operational interaction between authorities of state members of the CSTO concerning suppression of illegal transportations to OHM, means of its delivery and the materials relating to them.

5. Carrying out regular consultations and seminars of state members of the CSTO concerning the Initiative of safety in fight against distribution of weapons of mass destruction (IBOR), and also cooperation with the State Parties of IBOR and the countries supporting her, in implementation of necessary measures for counteraction to distribution to OHM, means of its delivery and the materials relating to them.

6. Study of questions of conducting command-staff exercise of the CSTO on interception of illicit trafficking to OHM, means of its delivery and the materials relating to them.
