About activities of specialized vocational schools for persons with limited opportunities
For the purpose of providing requirements of the laws of the Republic of Uzbekistan "About education", "About the National program for training", "About the rights of persons with disability", and also "Year of social protection" the Cabinet of Ministers decides implementation of the State program:
1. Approve Regulations on specialized professional college for persons with limited opportunities according to appendix.
2. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan in two-month time:
transform in accordance with the established procedure average special educational institutions of the Ministry of Labour and Social Protection of the population in Tashkent and Fergana to specialized professional colleges for persons with limited opportunities;
together with the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education, the Ministry of Economics and the Ministry of Health of the Republic of Uzbekistan to develop and in coordination with the Cabinet of Ministers to approve the list of specialties and professions of secondary vocational, professional education for persons with limited opportunities.
3. To the center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education together with the Ministry of Labour and Social Protection of the population and the Ministry of Health of the Republic of Uzbekistan in two-month time to develop and approve necessary educational standards, special curricula and programs for training of persons with limited opportunities in specialized professional colleges.
4. To the Ministry of Labour and Social Protection of the population together with the Ministry of Economics, the Ministry of Finance and the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent when forming investing programs for 2008-2009 to make offers in the Cabinet of Ministers on inclusion of specialized professional colleges for persons with limited opportunities in address programs of construction of professional colleges, taking into account real needs of regions, within parameters of address programs of input of the professional colleges approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of October 29, 2003 No. 473.
5. Assign to the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan strengthening of material and technical resources and replenishment of library stocks of specialized professional colleges for persons with limited opportunities within the means provided annually in budget parameters to the Center of secondary vocational, professional education.
6. To the Ministry of Labour and Social Protection of the population, the Center of secondary vocational education and the Ministry of Justice of the Republic of Uzbekistan to make in the Cabinet of Ministers offers on the changes and amendments in the current legislation following from this resolution in a month.
7. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Uzbekistan Kasymov R. S.

1. This Provision determines the status and features of activities of specialized colleges for persons with limited opportunities according to the laws of the Republic of Uzbekistan "About education", "About the National program for training", "About the rights of persons with disability", Regulations on the secondary vocational, professional education approved by the resolution of the Cabinet of Ministers of May 13, 1998 No. 204.
2. The specialized professional college for persons with limited opportunities (further - College) is the state educational institution performing training and education of persons with limited opportunities and providing availability and equal opportunities during the training and receipt of profession by the pupil with limited opportunities.
3. The college is legal entity, is created according to the procedure, established by the legislation, acts on the basis of the Charter, this provision and other acts of the legislation.
4. The purpose of College is the profound profile, differentiated training, ensuring intellectual development of pupils from among persons with limited opportunities and acquisitions of specialties by them by the chosen professions according to features of their physical intellectual development.
5. The main objectives of College are:
creation of conditions for development in persons with limited opportunities of professional knowledge, skills in the specialty, satisfaction of their need for professional and educational services;
implementation of general education and professional programs within the state educational standards;
deepening of level of knowledge and professional readiness of the pupils necessary and sufficient for continuation of training at the following steps of education and occupation labor activity according to the chosen profession;
providing conditions for rehabilitation orientation of teaching and educational process.
6. Education content, the organization of educational process in College (training term, the schedule of educational process) are determined by special curricula and programs which are developed on the basis of the educational standards approved by the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education in coordination with the Ministry of Health.
Educational process has correctional focus with instilling of professional and practical abilities, promotes forming of the identity of pupils, their social adaptation and integration into society.
