About protection of the population against infectious diseases

(as amended on 02-06-2021)

This Law determines legal, organizational and financial basis of the activities of executive bodies, local government bodies, companies, organizations and organizations directed to the prevention of origin and spread of infectious diseases of the person, localization and liquidation of their flashes and epidemics, establishes the rights, obligations and responsibility of legal entities and physical persons in the sphere of protection of the population against infectious diseases.

Section I. General provisions

Article 1. Determination of terms

In this Law the stated below terms are used in the following value:

infectious diseases - the disorders of human health caused by live activators (viruses, bacteria, rikketsiya, protozoa, fungi, helminths, pincers, other pathogenic parasites), products of their activity (toxins), pathogenic proteins (prions), are transmitted from the infected persons healthy and are inclined to mass distribution;

dangerous infectious diseases - the infectious diseases which are characterized by heavy and (or) permanent disorders of health at certain patients and constituting danger to their life and health;

especially dangerous infectious diseases - infectious diseases (including quarantine: plague, cholera, yellow fever), characterized by heavy and (or) permanent disorders of health at significant amount of patients, the high mortality rate, bystry spread of these diseases among the population;

source of the causative agent of infectious disease (further - infection source) - the person or animal infected with causative agents of infectious disease;

disinfection actions (disinfection, disinsection, deratization) - actions for destruction in living environment of the person of causative agents of infectious diseases (disinfection) and their carriers - insects (disinsection) and rodents (deratization);

epidemic - mass spread of infectious disease among the population of the corresponding territory for short period;

epidemic situation - the indicator of epidemic wellbeing of the territory (object) in certain time which is characterized by the level and dynamics of disease of people of the infectious diseases, availability or lack of the corresponding factors of transmission of infection and other circumstances influencing spread of infectious diseases;

safe epidemic situation - infectious diseases are not registered or registered their isolated cases, there are no favorable conditions for spread of these diseases;

the unstable epidemic situation - the illness rate of people infectious diseases does not exceed average long-term values, however there are favorable conditions for spread of these diseases;

the unsuccessful epidemic situation - the illness rate of people infectious diseases exceeds average long-term values, the outbreaks of infectious diseases are registered;

the incubatory period - the maximum interval of time which passes from the moment of infection of the person with causative agents of infectious disease before emergence of the first symptoms of this disease;

self-isolation - stay of person concerning which there are reasonable bases concerning risk of infection or spread of infectious disease by it, in the place (room) determined by it for the purpose of observance of anti-epidemic actions on the basis of the obligation of person;

observator - the specialized agency intended for stay of persons which are subject to observation, their inspection and implementation of medical supervision of them;

calendar of preventive inoculations (further - calendar of inoculations) - the regulatory legal act of the central executive body providing forming of state policy in health sector, the establishing list of obligatory preventive inoculations and optimum terms of their carrying out;

contact persons - persons who were in contact with infection source owing to what they are considered infected with infectious disease;

quarantine - the administrative and medical and sanitary actions applied to the prevention of spread of especially dangerous infectious diseases;

medical immunobiological supplies - vaccines, anatoksina, immunoglobulins, the serums, bacteriophages, other medicines applied in medical practice for the purpose of specific prevention of infectious diseases;

the carrier of the causative agent of infectious disease (daleebakterionositel) - the person in whose organism causative agents of infectious disease in the absence of symptoms of this disease are revealed;

the restrictive anti-epidemic meropriyatiyamediko-sanitary and administrative actions performed within the center of infectious disease for the purpose of the prevention of its distribution;

the center of infectious disease - the place (object, the territory) where the source of infection and the corresponding factors of transmission of infection is revealed;

sanitary and anti-epidemic rules and normynormativno-legal acts (orders, instructions, rules, provisions, etc.) of the central executive body providing forming of state policy in health sector which requirements are directed to the prevention of origin and spread of infectious diseases;

anti-epidemic actions - complex of the organizational, medical and sanitary, veterinary, technical, administrative and other actions performed for the purpose of the prevention of spread of infectious diseases, localization and liquidation of their centers, flashes and epidemics;

preventive inoculations - introduction in human body of medical immunobiological supplies for creation of specific immunity to infectious diseases;

vaccine-challenged complications - the heavy and (or) permanent disorders of health caused by use of medical immunobiological supplies;

the outbreak of infectious disease - several diseases of infectious disease connected among themselves by general source and (or) factor of transmission of infection;

sanitary protection of the territory of Ukraine - system of the organizational, medical and sanitary, sanitary and hygienic, treatment-and-prophylactic and anti-epidemic actions directed to the prevention of entering and distribution in the territory of Ukraine of especially dangerous infectious diseases, and in case of their origin - on non-admission of spread of these diseases out of limits of Ukraine, and also on the prevention of import to the territory of Ukraine of goods, chemical, biological and radioactive materials, waste and other freights, life-threatening and health of the person;

factors of transfer of causative agents of infectious diseases (daleefaktor of transmission of infection) - the objects of living environment of the person (air, the soil, water, foodstuff, food staples, blood and other biological medicines, medical tools, household items, etc.) polluted by causative agents of infectious diseases, and also live organisms infected with causative agents of infectious diseases with the participation of which there is transferring of causative agents of infectious diseases from infection source to other persons.

observation - stay of person concerning which there is risk of spread of infectious disease, in observator for the purpose of its inspection and implementation of medical supervision of it.
