About participation of citizens in protection of public order and frontier
Citizens of Ukraine according to the Constitution of Ukraine have the right to create in the procedure established by this Law public associations for participation in protection of public order and frontier, assistance to local government bodies, law enforcement agencies, the State Border Service of Ukraine and to executive bodies, and also officials in prevention and suppression of administrative criminal offenses, protection of life and health of citizens, interests of society and state from illegal encroachments, and also in rescuing of people and property during natural disaster and other force majeure (further - public forming on protection of public order and frontier).
Public forming on protection of public order and frontier can be created on the basis of public amateur performance as summary groups of public forming, specialized groups (groups) of assistance of National police and the State Border Service of Ukraine, association of public forming, etc.
The legal basis of activities of public forming for protection of public order and frontier are the Constitution of Ukraine, this Law, other laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, the decision of local public administrations and local government bodies concerning protection of public order and frontier, fight against crime and administrative offenses, and also provisions (charters) of these forming.
