About the treatment of radioactive waste

(as amended on 17-10-2019)

This Law is aimed at providing protection of the person and the surrounding environment from harmful effects of radioactive waste at the present stage and in the future.

The law extends to all types of activity with radioactive waste.

Section I. General provisions

Article 1. Main terms and their determinations

In this Law terms are used in such value:

producers of radioactive waste - legal entities or physical persons as a result of which activities radioactive waste are formed or their education, except specialized enterprises according to the treatment of radioactive waste is supposed;

the fulfilled closed sources of ionizing radiation - the closed sources of ionizing radiation which service life expired and it was not prolonged which further use is not supposed and which are subject to transfer to specialized enterprise according to the treatment of radioactive waste or return to the company which made them;

geological storage for burial of radioactive waste - the construction equipped in deep geological formations, in the predicted geological conditions (usually at depth more than 100 meters) for the purpose of providing long-term content and isolation of radioactive waste from the biosphere;

The state inventory of storages of radioactive waste - the code of the systematized data on objects for storage or burial of radioactive waste;

The state register of radioactive waste - consecutive current record about education, physical and chemical structure, amounts, properties, and also transportation, storage and burial of radioactive waste;

burial of radioactive waste - placement of radioactive waste in storage, without intention of their withdrawal, for the purpose of deduction and isolation of radioactive waste from the biosphere;

storage of radioactive waste - placement of radioactive waste in object on which are provided their isolation from the environment, physical protection and radiation monitoring, and also possibility of the subsequent extraction, conversion, transportation and burial;

immobilization of radioactive waste - transfer of radioactive waste in other form by hardening, inclusion in any matrix or the conclusion in hermetic cover;

conditioning of radioactive waste - transactions on preparation of radioactive waste for transportation, storage and burial. Conditioning can be performed by the room of radioactive waste in container or by their immobilization;

acceptance criterions of radioactive waste on burial - the quantitative parameters (characteristics) of radioactive waste or high-quality requirements determined by the operating organization (operator) of storage for burial of radioactive waste and the radioactive waste approved by body of state regulation of nuclear and radiation safety, according to which are accepted on burial;

the object intended for the treatment of radioactive waste - the construction, the room or the equipment intended for collection, transportation, conversion, storage or burials of radioactive waste, and also nuclear installation in process of removal from operation after recognition by its installation for the treatment of radioactive waste;

processing of radioactive waste - the transactions connected with safety or economy by change of characteristics of radioactive waste;

conversion of radioactive waste - any transaction which changes characteristics of radioactive waste, in particular preliminary processing and conditioning;

superficial storage for burial of radioactive waste - the storage equipped in construction, trenches or on the Earth's surface with simple engineering barriers which provide content and isolation of radioactive waste from the biosphere;

the treatment of radioactive waste - all types of activity (including the activities connected with removal from operation) concerning operating, preliminary processing, processing, conditioning, transportation, storage or burial of radioactive waste;

preliminary processing of radioactive waste - deactivation, collection, sorting of radioactive waste;

near-surface storage for burial of radioactive waste - the construction located on surface or in near-surface layer of the earth (at depth up to several tens meters), equipped with system of engineering barriers for the purpose of ensuring content and isolation of radioactive waste from the biosphere;
