recognizing that the cooperation in the field of the prevention and liquidation of emergency situations can help welfare and safety of both countries,
noting advantage which exchange of scientific and technical information in the field of the prevention and liquidation of emergency situations can have,
in view of availability of the interconnected ecological systems requiring carrying out coordinated policy according to the prevention of industrial accidents, natural disasters and liquidation of other emergency situations, the organization of single monitoring of the environment
considering possibility of emergency situations which cannot be liquidated by forces of one country, and the need for the coordinated actions of the Parties for liquidation of emergency situations caused by it,
emphasizing role of the United Nations, other international organizations in the field of the prevention and liquidation of emergency situations,
agreed as follows:
The parties will perform cooperation in the following areas which are of mutual interest:
1. Development and enhancement of measures and methods of the prevention and liquidation of emergency situations.
2. Monitoring and forecasting of natural hazards, natural disasters, industrial accidents and other emergency situations, and also assessment of their consequences.
3. Creation of the procedure for implementation of timely and direct connection for the purpose of exchange of information about the emergency situations taking place in the territory of their countries, requests and offers of the Parties on the help, and also for the contacts with relevant international organizations which are of mutual interest.
4. Rendering mutual aid on mitigation of consequences of the arising emergency situations.
5. Involvement of the international organizations for increase in readiness of their countries for the prevention of emergency situations and to assistance in case of their origin.
The cooperation within this agreement will be performed in the following specific forms:
exchange of specialists and scientists;
exchange of information and technologies;
organization of joint conferences, seminars and working meetings;
collaborative planning, development and implementation of research projects and trainings;
preparation of printed materials, reports and case studies;
creation of communication channels between competent authorities of the Parties;
rendering mutual aid on liquidation of emergency situations.
The parties will be where it is reasonable, to encourage cooperation of government institutions in addition to those which are appointed by the Parties as competent authorities, and also to develop cooperation of the countries with the interested international organizations performing activities in the field of the prevention and liquidation of emergency situations.
For implementation of provisions of this agreement of the Party will found the Russian-Georgian commission on cooperation in the field of the prevention and liquidation of emergency situations ("Commission" is referred to as), terms of creation, function and which operating procedure will be determined by competent authorities. Commission sessions will be annually held, and also as required, serially in the Russian Federation and the Republic Georgia if other is not approved by competent authorities.
The commission will plan and coordinate joint activities according to this agreement, to consider the course of its implementation and to annually represent to the Parties the report on these activities.
For coordination of works on implementation of provisions of this agreement each Party appoints competent authority. For the Russian Federation competent authority will be the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response. For the Republic Georgia competent authority will be the Case of rescuers of the Republic Georgia.
Competent authorities will promote implementation of cooperation according to this agreement, and also will determine the organization and structure of the Commission.
Action plans, performed jointly, approved by competent authorities, will be considered and be accepted by the Parties as additional protocols to this agreement.
