About the state guarantees and compensations for the persons working and living in the region of the Far North and the areas equated to them
This Law establishes the state guarantees and compensations on compensation of additional material and physiological costs to citizens in connection with work and accommodation in extreme climatic conditions of the North.
Operation of this Law extends to persons working on hiring is permanent or temporary, in the organizations located in the region of the Far North and areas equated to them, irrespective of patterns of ownership, and persons living in the specified areas and areas.

Guarantees and compensations for persons living in the region of the Far North and the areas equated to them and being employees of the organizations financed from budgets of subjects of the Russian Federation, and also persons receiving benefits, grants and compensations for the account of budget funds of the subject of the Russian Federation are established by the laws of subjects of the Russian Federation.
Guarantees and compensations for persons living in the region of the Far North and the areas equated to them and being employees of the organizations financed from local budgets, and also persons receiving benefits, grants and compensations for the account of means of local budgets are established by regulatory legal acts of local government bodies.
Guarantees and compensations to employees of the organizations which are not relating to the budget sphere, located in the region of the Far North and the areas equated to them, are established by the employer if other is not established by this Law.
The guarantees and compensations established by this Law and other regulatory legal acts of the Russian Federation are payment commitments of the Russian Federation in the part concerning the citizens working in the organizations financed from the federal budget, persons studying within budgetary appropriations of the federal budget in the professional educational organizations and the educational organizations of the higher education, the military personnel dismissed on age or in connection with reducing the Armed Forces of the Russian Federation regarding the citizens receiving temporary disability benefits on pregnancy and childbirth by fund of pension and social insurance of the Russian Federation regarding the unemployed citizens receiving insurance pension or pension on the state provision of pensions by fund of pension and social insurance of the Russian Federation and the federal budget.
Compensation for expenses, the areas connected with moving from the region of the Far North and equated to them, to the citizens specified in part six of article 35 of this Law is performed within the budgetary appropriations provided from the federal budget in the form of the interbudget transfers to the budget of Fund of pension and social insurance of the Russian Federation.
The guarantees and compensations established for the citizens working in the organizations financed from budgets of subjects of the Russian Federation are payment commitments of subjects of the Russian Federation.
The guarantees and compensations established for persons working in the organizations financed by local budgets are payment commitments of municipalities.
The guarantees and compensations established for the citizens working in the organizations which are not relating to the budget sphere are performed at the expense of means of the employer.
