1. Approve Rules of conducting the state monitoring of water objects and water resources according to appendix 1 to this order.

2. Recognize invalid some orders according to appendix 2 to this order.

3. To provide to committee on regulation, protection and use of water resources of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-Minister of Water Resources and Irrigation of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of conducting the state monitoring of water objects and water resources

Chapter 1. General provisions

1. These rules of conducting the state monitoring of water objects and water resources (further – Rules) are developed according to Item 6 of article 36 of the Water code of the Republic of Kazakhstan (further - the Code) and determine procedure for conducting the state monitoring of water objects and water resources.

2. The state monitoring of water objects and water resources (further – the state monitoring) represents the complex system of observations, measurements, collection, accumulating, storage, accounting, systematization, generalization, processing and analysis of the obtained data provided with the state concerning indicators of condition of water objects.

3. The state monitoring is carried out for the purpose of:

1) accounting, assessment and forecasting of quantity and quality of water resources;

2) planning of protection and use of water resources;

3) preventions of harmful effects of waters and prevention of artificial droughts;

4) operational regulation of use of water resources depending on water content of year and water management situation;

5) other purposes in the field of protection and use of water fund.

4. The state monitoring is carried out for:

1) condition of bottom, coast, the water protection zones and strips of superficial water objects;

2) quantity and quality characteristics of water resources of superficial water objects;

3) use of water resources.

5. Results are information sources for the state monitoring:

1) systematic observations on Items of observations of the state and private supervisory networks;

2) field surveys of water objects;

3) remote sensing of Earth;

4) the hydrological monitoring and other types of monitoring which are carried out by National hydrometeorological service;

5) sanitary and epidemiologic monitoring;

6) state monitoring of subsoil;

7) monitoring of ecological situation in zones of emergency ecological situation and zones of ecological catastrophe;

8) monitoring of mudstone and avalanche situation;

9) contemporary records about water objects and water resources;

10) other data on quantitative and high-quality condition of water objects and water resources.

6. The organization of conducting the state monitoring is performed by authorized body in the field of protection and use of water fund (further – authorized body).
