1. This document establishes the feature of conducting state examination of the project documentation of capital construction project prepared for the purpose of numerous application in case of architectural and construction designing of capital construction projects, specified in Item 2 of part 1 of article 48.2 of the Town-planning code of the Russian Federation (further - the project documentation of numerous application).

2. The project documentation of numerous application is subject to state examination according to the procedure, the established Town-planning code of the Russian Federation, Regulations on the organization and conducting state examination of the project documentation and results of engineering researches approved by the order of the Government of the Russian Federation of March 5, 2007 No. 145 "About procedure for the organization and conducting state examination of the project documentation and results of engineering researches" (further - Regulations on the organization and conducting state examination), taking into account the features established by the this document.

3. State examination of the project documentation of numerous application prepared concerning the capital construction projects entering military infrastructure of the Armed Forces of the Russian Federation is in accordance with the legislation of the Russian Federation carried out by the Ministry of Defence of the Russian Federation.

State examination of the project documentation of numerous application prepared concerning the capital construction projects which are not specified in paragraph one of this Item is carried out state (budget or autonomous) by the organization subordinated to the Ministry of Construction and Housing and Communal Services of the Russian Federation (further - public institution).

4. Applicants who file petition for conducting state examination of the project documentation of numerous application are the federal executive body, the organization subordinated to it which provided preparation of the project documentation of numerous application, included in the list approved by the order of the Government of the Russian Federation of April 10, 2025 No. 871-r according to part 1.2 of article 48.2 of the Town-planning code of the Russian Federation, other organization provided by the Federal Laws (further - federal executive body, the organization subordinated to it or other organization), or the authorized person of federal executive body, the organization subordinated to it or other organization.

5. For conducting state examination of the project documentation of numerous application the following documents are submitted:

a) the statement for conducting state examination of the project documentation of numerous application, in which the data provided by the subitem "an" are specified (except data, the specified in paragraphs four - the seventh, ninth - the seventeenth, data on the development plan for a land plot or the site planning of the territory and the boundary-setting plan in case of preparation of the project documentation of linear object), Item 13 of the Regulations on the organization and conducting state examination, and also identification data on federal executive body, the organization subordinated to it or other organization;

b) the project documentation of numerous application prepared according to the Rules of preparation of the project documentation of capital construction project for the purpose of numerous application in case of architectural and construction designing of capital construction projects approved by the order of the Government of the Russian Federation of May 29, 2025 No. 752 "About approval of Rules of preparation of the project documentation of capital construction project for the purpose of numerous application in case of architectural and construction designing of capital construction projects";

c) preliminary specifications on preparation of the project documentation of numerous application;

d) the documents confirming powers of the applicant to act on behalf of federal executive body, the organization subordinated to it or other organization in which powers on the conclusion, change, execution, agreement cancelation about conducting state examination of the project documentation of numerous application shall be stipulated specially;

e) the document confirming transfer of the project documentation of numerous application to federal executive body, the organization subordinated to it or other organization from the contractor who performed preparation of the project documentation of numerous application.

6. The decision on leaving without consideration of the documents submitted for conducting state examination of the project documentation of numerous application is accepted in the presence of the following bases:

a) not all documents specified in Item 5 of this document are submitted;

b) preparation of the project documentation is provided not with federal executive body, the organization subordinated to it or other organization;

c) the application for conducting state examination of the project documentation of numerous application is submitted by unauthorized person;
