About approval of Regulations on preferential provision of medicines of the population at the out-patient level through the pharmaceutical organizations

1. Approve:

1) Regulations on provision of medicines of preferential category of patients at the out-patient level through the pharmaceutical organizations according to appendix 1;

2) Regulations on preferential provision of medicines of insured category of the population through the pharmaceutical organizations for the Additional program of compulsory medical insurance according to appendix 2.

2. To the Ministry of Health of the Kyrgyz Republic to take the necessary measures following from this resolution.

1) the order of the Government of the Kyrgyz Republic "About basic prices on medicines" of December 9, 2010 No. 320;

2) the order of the Government of the Kyrgyz Republic "About approval of the Regulations on preferential provision of medicines of the population at the out-patient level according to the Program of the state guarantees and the Additional program of compulsory medical insurance" of January 12, 2012 No. 28;

3) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About basic prices on medicines" of December 9, 2010 No. 320" of February 28, 2012 No. 149;

4) Item 1 of the order of the Government of the Kyrgyz Republic "About modification and amendments in some decisions of the Government of the Kyrgyz Republic" of March 3, 2017 No. 136;

5) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About basic prices on medicines" of December 9, 2010 No. 320" of February 15, 2023 No. 72.

4. Determine that the realization of this resolution is enabled within the approved budget of the Ministry of Health of the Kyrgyz Republic for the corresponding years.

5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This resolution becomes effective after ten days from the date of official publication.

Regulations on provision of medicines of preferential category of patients at the out-patient level through the pharmaceutical organizations

Chapter 1. General provisions

1. The regulations on provision of medicines of preferential category of patients at the out-patient level through the pharmaceutical organizations (further - the Provision) determine procedure for preferential provision of medicines of citizens in the Kyrgyz Republic at the out-patient level through the pharmaceutical organizations for recipes of the doctor.

2. Preferential provision of medicines is directed to preferential category of the patients determined by the Program of the state guarantees for providing citizens with the medical and sanitary help (further - the Program of the state guarantees) approved by the Cabinet of Ministers of the Kyrgyz Republic, attributed and staying on the registry in the organizations of health care of primary health care.

3. Preferential provision of medicines is performed by prescription dispensing of certain medicines and medical products (further - medicines) through retail network of the pharmaceutical organizations (further - drugstore) and is based on the following principles:

1) prescription dispensing of medicines;

2) compensation of part of cost of medicine is made from the means provided by the budget of authorized state body and partial payment by the patient of cost of acquired medicines according to preferential recipes;

3) contractual relations of the subjects participating in realization of preferential provision of medicines according to the Program of the state guarantees.

4. This Provision regulates relations between subjects of preferential provision of medicines according to the Program of the state guarantees at the out-patient level which are:

1) authorized state body in the field of health care (further - the Ministry of Health);

2) groups of family doctors, centers of family medicine, centers of general medical practice, medical and obstetrical centers;

3) the pharmaceutical organizations, regardless of patterns of ownership, the signed contracts for provision of pharmaceutical services (further - drugstores) with the Ministry of Health.

5. The citizens of the Kyrgyz Republic determined by the Program of the state guarantees have the right to acquisition of preferential medicines.

6. Accounting of the written-out recipes and the realized medicines for preferential category of patients within the Program of the state guarantees is conducted by means of the information and technical software (further - information system) working in real time.

Chapter 2. Financing of preferential provision of medicines according to the Program of the state guarantees

7. Financing of preferential provision of medicines according to the Program of the state guarantees is performed by the Ministry of Health within the republican budget provided the current year.

8. The means of the republican budget planned for realization of provision of medicines of preferential category of patients according to the Program of the state guarantees and not used in reporting year do not pass for the next accounting year.

9. Within accounting year, based on the carried-out analysis funds redistribution between regions is allowed.
