1. Form the Republican budget commission (further - the Commission).

1) Regulations on the Commission;

2) competence of the Commission;

3) structure of the Commission.

3. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

4. This resolution becomes effective from the date of its signing.

Regulations on the Republican budget commission

Chapter 1. General provisions

1. This Regulations on the Republican budget commission (further - the Provision) regulate activities of the Republican budget commission (further - the Commission).

2. The legal basis of activities of the Commission is constituted by the Constitution of the Republic of Kazakhstan, the Budget code of the Republic of Kazakhstan (further - the Budget code), legislative and other regulatory legal acts of the Republic of Kazakhstan, and also this Provision and competence.

3. Working body of the Commission is the central authorized body on budgetary planning.

4) offers on possibility of adoption of the state obligations on projects of public-private partnership;

5) the list of priority republican budget investments, including budget investments by objects, and also target transfers on development and the credits by areas, the cities of republican value, the capital for planning period.

8) feasibility of attraction of the connected grants according to the list of requests of the central state bodies;

9) to the bill on the republican budget for planning period;

10) to the drafts of the laws providing reducing state revenues or increase in the public expenditures, introduced in the Majilis of Parliament of the Republic of Kazakhstan only in the presence of the positive conclusion of the Government of the Republic of Kazakhstan;

11) to provision of drafts of presidential decrees of the Republic of Kazakhstan, the orders of the Government of the Republic of Kazakhstan, normative legal orders of ministers of the Republic of Kazakhstan and other heads of the central state bodies, normative legal resolutions of the central state bodies, normative legal orders of heads of departments of the central state bodies with direct competence on their approval of regulatory legal acts of state body which structure includes department, the income providing reducing or increase in expenses republican and local budgets and (or) National fund of the Republic of Kazakhstan;

15) to the list of the separate state services, the budget investment projects and other tasks aimed at providing social and economic stability of the state, planned to accomplishment in the form of the state task;

16) to settlement of disagreements between administrators of the budget programs and the central authorized body on budgetary planning;

17) to use by the Government of the Republic of Kazakhstan in the current financial year of the amount of the guaranteed transfer which is not transferred for accounting financial year from National fund of the Republic of Kazakhstan in the republican budget for financing of the current budget programs and budget development programs approved in the republican budget of the expired financial year, in amount no more amount of the unpaid registered obligations according to the appropriate budget programs by means of adjustment of the budget;
