About approval of Rules of submission of requests for attraction of the connected grants

According to Item 2 of Article 164 of the Budget code of the Republic of Kazakhstan PRIKAZYVAYU:

1. Approve the enclosed Rules of submission of requests for attraction of the connected grants.

2. To provide to department of the international economic cooperation of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation within five working days from the date of signing of this order its direction for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan and on Internet resource of the Ministry of national economy of the Republic of Kazakhstan after its first official publication.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of submission of requests for attraction of the connected grants

1. These rules of submission of requests for attraction of the connected grants (further – Rules) are developed according to Item 2 of Article 164 of the Budget code of the Republic of Kazakhstan and determine procedure for submission of requests for attraction of the connected grants.

2. The central state bodies taking into account requests of local representative and executive bodies submit the request in any form for consideration in authorized body on the budget policy (further – authorized body) containing:

1) information on the receiver of the connected grant;

2) information on the expected donor;

3) information on the grant amount;

4) the summary table of financing of the connected grant in form according to appendix 1 to these rules with breakdown on financing sources (means of grant and joint financing to it) for every year of realization of the connected grant in currency and in tenge;

5) the explanatory note (reasons) in form according to appendix 2 to these rules to each request separately, with indication of the purpose, the planned actions expected results according to System of state planning of the Republic of Kazakhstan;

6) the industry conclusion of the relevant state body in the presence in the request for attraction of the connected grant of the central state body of the action which is not entering its competence.

If the project of the connected grant is implemented at the expense of means of joint financing from the republican budget and the donor the corresponding industry conclusion of the central authorized body is provided.

If project implementation of the connected grant affects the sphere of responsibility of several central state bodies by the beneficiary the industry conclusion approved with the interested state bodies is provided.

The industry conclusion of authorized body in the sphere of informatization is attached to requests for attraction of the connected grants directed or providing creation or development of information systems.

The industry conclusion is provided by the relevant central state bodies signed by the supervising deputy manager of the central state body.

If the project of the connected grant is implemented at the expense of means of joint financing from the local budget and the donor the corresponding industry conclusion of the local executive body financed from the local budget is provided.

If the project of the connected grant assumed to realization at the expense of means of joint financing from the local budget and the donor affects the sphere of responsibility of several local executive bodies by the beneficiary the industry conclusion approved with the interested local executive bodies is provided.

The industry conclusion is provided by the relevant local executive bodies signed by the supervising deputy akim (the city of republican value, the capital, area).

3. In case of submission by the central state bodies of several requests for the corresponding financial year of the request are specified according to the procedure of their priority.

4. The requests constituted according to these rules go the central state bodies to authorized body no later than February 20 of the financial year preceding the next financial year.

5. In case of approval by the donor of the request for attraction of the connected grant feasibility of its attraction is determined by the relevant budget commissions.
