1. Approve the enclosed Method of calculation of performance indicator of implementation of marking and traceability of goods by means of identification.

2. To provide to department of digital transformation and marking of goods of the Ministry of Trade and integration of the Republic of Kazakhstan in the procedure established by the legislation placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

4. This order becomes effective within ten calendar days from the moment of signing and is subject to official publication.

Method of calculation of performance indicator of implementation of marking and traceability of goods means of identification

1. General provisions

1. This Method of calculation of performance indicator of implementation of marking and traceability of goods is developed by means of identification (further - the Technique) according to subitem 2-1) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics".

2. The technique determines the main aspects of efficiency evaluation of implementation of marking and traceability of goods funds of identification from line item of receipt of taxes and other obligatory payments in the budget.

3. In this Technique the following concepts are used:

1) authorized body - the state body performing management in the field of ensuring receipts of taxes and payments in the budget;

2) judicial authorities - the executive bodies within the competence performing legal support of activities of the state, supporting the legality mode in work of state bodies, organizations, officials and citizens, providing protection of the rights and legitimate interests of citizens and the organizations;

3) law-enforcement bodies - the law enforcement agency intended for protection of life, health, rights and freedoms of man and citizen, interests of society and the state against illegal encroachments, protection of public order and ensuring public safety;

4) Authorized Economic Operator - the legal entity created according to the legislation of the Republic of Kazakhstan and included in the register of Authorized Economic Operators according to the procedure and in case of observance of conditions which are established by the Code of the Republic of Kazakhstan "About customs regulation in the Republic of Kazakhstan";

5) the coordinating body in the field of marking and traceability of goods - the central executive body performing management and cross-industry coordination concerning marking and traceability of goods;

6) cargo carrier - physical person or legal entity which renders range of services, necessary for commodity import from abroad, including customs clearance and transport delivery.

4. Sources of information are the following subjects:

1) authorized body - information on collecting of taxes, customs duties and charges on the goods which are subject to marking and traceability means of identification, information on cost of the withdrawn smuggled goods;

2) judicial authorities - information on cost of the withdrawn counterfeit goods;

3) financial monitoring Agency of the Republic of Kazakhstan - information on cost of the withdrawn smuggled goods;

4) law-enforcement bodies - information on cost of the withdrawn smuggled goods;

5) Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan - information on the rate of inflation.
