1. Approve the enclosed Rules of use and qualifying standards to signs of mail payment of the operator of mail, except for the state signs of mail payment.

2. Declare invalid:

1) the order of the Minister of information and communications of the Republic of Kazakhstan of July 28, 2016 No. 61 "About approval of Rules of use and qualifying standards to signs of mail payment of the operator of mail, except for the state signs of mail payment" (it is registered in the Register of state registration of regulatory legal acts for No. 14164);

2) Item 1 of the order of the Minister of information and communications of the Republic of Kazakhstan of February 7, 2019 No. 51 "About introduction of amendments to some orders of the Minister of information and communications of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts for No. 18280).

3. To provide to committee of telecommunications of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of use and qualifying standards to signs of mail payment of the operator of mail, except for the state signs of mail payment

Chapter 1. General provisions

1. These rules of use and qualifying standards to signs of mail payment of the operator of mail, except for the state signs of mail payment (further - Rules) are developed according to Item 115) of Item 15 of the Regulations on the Ministry of the digital development, innovations and the aerospace industry of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 12, 2019 No. 501 and determine procedure for use and qualifying standards to signs of mail payment of the operator of mail, except for the state signs of mail payment.

2. In these rules the following basic concepts are used:

1) written correspondence - not registered and registered letters, postcards, parcels post and small packets;

2) postcard - not registered or registered mailing with the written message on the special standard form;

3) the operator of mail - the physical person or legal entity registered in the territory of the Republic of Kazakhstan providing services in the field of mail activities;

4) authorized body in the field of mail (further - authorized body) - the central executive body of the Republic of Kazakhstan enabling within the competence the realization of state policy, the state control, coordination and regulation of activities in the field of mail in the territory of the Republic of Kazakhstan;

5) signs of mail payment - the signs confirming fee of mail service, applied with the operator of mail on departures of written correspondence, including stamps, blocks, the marked envelopes and (or) postcards, prints of franking machines, electronic and other signs;

6) the state signs of mail payment - stamps, blocks, the marked envelopes and (or) postcards, prints of franking machines, electronic and other signs introduced into circulation by authorized body which confirm fee of the National operator of mail.

Chapter 2. Procedure for use of signs of mail payment, except for state signs of mail payment

3. Use of signs of mail payment, except for the state signs of mail payment is performed according to article 16 of the Law of the Republic of Kazakhstan "About mail".

4. The operator of mail uses the signs of mail payment approved with authorized body, except for the state signs of mail payment in form according to appendix to these rules.

Chapter 3. Requirements to signs of mail payment, except for state signs of mail payment

5. Development of sketches of signs of mail payment is made by the operator of mail.

6. On signs of mail payment the following office texts are placed:

1) the name of the state in state language (Kazakstan) and in Latin transliteration ("Kazakhstan");

2) the nominal designating payment amount of services of the operator of mail in transfer of written correspondence, specified by Latin letters or the Arab digits, except for electronic signs of mail payment.

7. In case of designation of nominal value of signs of mail payment the following letters are used:

"And" - corresponds to rate for transfer of not registered letter weighing up to 20 (twenty) grams within the Republic of Kazakhstan for legal entities;

"In" - corresponds to rate for transfer of not registered letter weighing up to 50 (fifty) grams by the land transport out of limits of the Republic of Kazakhstan;

"With" - corresponds to rate for transfer of the registered mail weighing up to 50 (fifty) grams within the Republic of Kazakhstan;

"D" - corresponds to rate for transfer of the registered parcel post within the Republic of Kazakhstan;

"E" - corresponds to rate for transfer of not registered parcel post within the Republic of Kazakhstan;
