This Law establishes legal, economic, organizational bases of activities in the field of mail in the Azerbaijan Republic, governs the relations between rendering services of mail and users.

Chapter I. General provisions

Article 1. Basic concepts

1.0. The basic concepts used for the purposes of this Law, the following:

1.0.1. Mail service - single technological system of the objects and vehicles providing acceptance, sorting, transportation, delivery of mailings to the addressee;

1.0.2. Services of mail service - activities for acceptance, sorting, storage, transportation and delivery of mailings to the addressee;

1.0.3. Services of universal mail service - the services of mail service specified with acceptable rates which all segments of the population in the territory of the Azerbaijan Republic and consisting in general use can use;

1.0.4. The accelerated service of mail service - the service of mail service providing the most bystry processing and delivery of physical mailings;

1.0.5. Courier service - acceptance and delivery of mailings to the addressee by one courier;

1.0.6. The operator of mail service - the physical person or legal entity rendering services to mail service;

1.0.7. The national operator of mail service (the national operator) - the post operator appointed by relevant organ of the executive authority for rendering services of universal post and financial and mail service;

1.0.8. The mailing - postcards, letters, telegrams, the money transfers, parcels post, small packets, sekogramma, special sacks of "M", sending accepted by the operator of mail service for delivery to certain address;

1.0.9. The simple mailing - the mailing accepted from the user for sending without registration and issue of the receipt, and on delivery which from the addressee is not required to any signature;

1.0.10. The registered mail - the mailing when which sending the receipt on acceptance is issued to the user and on delivery from the addressee is required signing of the relevant document;
