This Law establishes legal, economic, organizational bases of activities in the field of mail in the Azerbaijan Republic, governs the relations between rendering services of mail and users.

Chapter I. General provisions

Article 1. Basic concepts

1.0. The basic concepts used for the purposes of this Law, the following:

1.0.1. Mail service - single technological system of the objects and vehicles providing acceptance, sorting, transportation, delivery of mailings to the addressee;

1.0.2. Services of mail service - activities for acceptance, sorting, storage, transportation and delivery of mailings to the addressee;

1.0.3. Services of universal mail service - the services of mail service specified with acceptable rates which all segments of the population in the territory of the Azerbaijan Republic and consisting in general use can use;

1.0.4. The accelerated service of mail service - the service of mail service providing the most bystry processing and delivery of physical mailings;

1.0.5. Courier service - acceptance and delivery of mailings to the addressee by one courier;

1.0.6. The operator of mail service - the physical person or legal entity rendering services to mail service;

1.0.7. The national operator of mail service (the national operator) - the mail operator assigned by relevant organ of the executive authority for rendering services of universal mail and financial and mail service;

1.0.8. The mailing - postcards, letters, telegrams, the money transfers, parcels post, small packets, sekogramma, special sacks of "M", sending accepted by the operator of mail service for delivery to certain address;

1.0.9. The simple mailing - the mailing accepted from the user for sending without registration and issue of the receipt, and on delivery which from the addressee is not required to any signature;

1.0.10. The registered mail - the mailing when which sending the receipt on acceptance is issued to the user and on delivery from the addressee is required signing of the relevant document;

1.0.11. Sekogramma - the mailing in which there are editions with convex font provided for blind people;

1.0.12. Control terms of passing - the terms assigned by relevant organ of the executive authority from adoption of the mailing before delivery to the addressee;

1.0.13. The declared cost - the compensation amount declared by the sender in case of adoption of the mailing, and which is subject to payment to it or person designated by it in case of loss, thefts of the mailing (the letter, sending) or damages of the objects which are available in it;

1.0.14. The place of the international mail exchange - object of mail service where customs control and execution of the international mailings is exercised;

1.0.15. Item of the international mail exchange - the place of implementation of the international mail exchange;

1.0.16. The office mailing - the mailing sent by operators of mail service in the office purposes;

1.0.17. The postal check - the cash document issued by the mail operator to the owner of the current mail account and paid to лицу$ representing it

1.0.18. mail and financial services (further - financial services) the activities performed by the national operator in the financial sphere according to this Law;

1.0.19. the mail account - the account opened by the national operator for making of transactions with money of physical persons and legal entities;

1.0.20. mail contribution - the money accepted by the national operator from physical persons and legal entities cash or in the way of transfer and reflected in their mail accounts, on condition of return of contribution on the first demand of with charge of percent according to the relevant agreement (poste restante) or on condition of return after the expiration of the term established by the agreement (urgent), or on other conditions which are not contradicting the law;

1.0.21. supervision body behind the financial markets - the structure created by relevant organ of the executive authority for the purpose of implementation of regulation and control in the financial markets.
