About measures for further enhancement of system of preparation of pedagogical personnel

In the country for the purpose of cardinal enhancement of system of preparation of pedagogical personnel on the basis of single approach, transformation of programs of the higher education in this direction according to the international experience, and also ensuring succession and continuity in the field of education, integration of science and practice:

1. Approve the offers of the Ministry of preschool and school education and the Ministry of the higher education, science and innovations providing:

implementation of preparation of pedagogical personnel for the preschool and school educational organizations on the basis of single approach;

enhancement of educational programs in the field of pedagogical education according to the international educational programs and wide use of dual form of education;

creation of National pedagogical university of Uzbekistan of name Bottoms (further - University) based on the Tashkent state pedagogical university of name Bottoms;

determination of University by the leading highest educational organization on preparation of pedagogical personnel in the republic;

introduction of position of the deputy minister of preschool and school education concerning development of pedagogical education - the rector of National pedagogical university of Uzbekistan of name Bottoms for the purpose of removal of system of preparation of pedagogical personnel in the republic on qualitatively new level on the basis of single approach;

transfer of the pedagogical highest educational organizations which list is given in appendix No. 1 *, in system of the Ministry of preschool and school education.

2. The ministry of preschool and school education performs the following tasks in the field of preparation of pedagogical personnel:

realization of policy of preparation of pedagogical personnel with the higher education on the basis of single conceptual approach;

determination of the main directions of development of the sphere of pedagogical education;

ensuring succession and continuity of pedagogical education, implementation of the advanced pedagogical and information technologies in educational and educational process;

development of research and innovative activities in the field of pedagogics;

continuous improvement of management system of the highest educational organizations preparing personnel in the field of pedagogics (further - the pedagogical highest educational organizations).

3. Approve:

The program of measures for development of system of preparation of pedagogical personnel according to appendix No. 2 *;

Updated structure of Republican council on development of pedagogical education according to appendix No. 3*.

4. Determine that:

a) The university is allowed to organize independently additional and separate examinations (interview, the test, the composition, case task and others) in case of enrollment of students on the directions in which the international educational programs, proceeding from their requirements are implemented;

b) since 2025/2026 academic years step by step:

the management system of University is cardinally enhanced on the basis of experience of New Uzbekistan University;

the operating 14 faculties of University are optimized and 6 pedagogical higher schools without the status of the legal entity are created;

the pedagogical higher school is headed by the dean, its main objectives determine education quality assurance, development of pedagogical school, management of scientific activities and implementation of international backgrounds in this directions;

the academic activities will be organized by means of system of digital control (Learning management system) and integrated with the information system "Process Management of the Higher Education" (HEMIS);

the international educational programs step by step from the first rate take root into the directions of formation of bachelor degree of University;

the new system of assessment of knowledge of students on the basis of the international experiment in the directions of education in which the international educational programs are implemented is entered;

the innovative educational technologies directed to training in independent education take root into practice of pedagogical education;

the system of selection of the faculty for teaching in the directions of formation of University and the pedagogical highest educational organizations into whom the international educational programs, with involvement of foreign specialists are entered takes root;

c) since 2026/2027 academic years:

in the pedagogical highest educational organizations according to University the management system is enhanced and step by step the international educational programs take root;

The university as the leading highest educational organization on preparation of pedagogical personnel coordinates processes of transformation of educational programs on the basis of the international experience;

activities of the Industry center of retraining and advanced training of pedagogical personnel of the highest educational institutions as a part of University are enhanced on the basis of implementation of the international educational programs.

5. Establish procedure for preparation of pedagogical personnel with the higher education according to which:

a) since 2025/2026 academic years:

preparation of pedagogical personnel will be organized only on internal and evening forms of education, acceptance on extramural studies is not performed;

forming of the state order on preparation of pedagogical personnel in the directions of formation of bachelor degree is performed in coordination with the Ministry of preschool and school education;

preparation of pedagogical personnel over the state order is performed by the state and non-state highest educational organizations proceeding from the needs for pedagogical personnel according to offers of the Ministry of preschool and school education;

licensing of activities in the field of rendering non-state educational services in the direction of the higher pedagogical education is performed based on the conclusion of the Ministry of preschool and school education;

b) since 2026/2027 academic years:

The ministry of preschool and school education for the purpose of the analysis of quality of training of pedagogical personnel in the state and non-state highest educational organizations the system of external diagnostics of knowledge of students takes root. At the same time the Cabinet of Ministers determines procedure for restriction of training by those directions of education in which by results of diagnostics quality of training of pedagogical personnel does not conform to the established requirements;

when forecasting and forming the state order for preparation of pedagogical personnel data of the Single program complex (ERP) on automation and management of data exchange of the Ministry of preschool and school education are analyzed and relevant proposals are developed.

6. To the ministry of preschool and school education (H. Umarov):

a) since 2025/2026 academic years:

with involvement of foreign specialists to implement system of selection of the faculty for teaching in the directions of formation of University in which the international educational programs are implemented;
