About National council on development of the sphere of virtual assets and blokcheyn-technologies in case of the President of the Kyrgyz Republic

For the purpose of development and carrying out single state policy in the sphere of virtual assets and blokcheyn-technologies, stimulations of innovative projects and investment attraction taking into account national interests and international standards, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Form National council on development of the sphere of virtual assets and blokcheyn-technologies in case of the President of the Kyrgyz Republic (further - Council) in structure according to appendix 1.

2. Determine the main objectives of Council coordination and conducting activities for questions:

- determinations of the main directions of state policy in the sphere of development of virtual assets and blokcheyn-technologies;

- improvements of the investment climate in the Kyrgyz Republic in the sphere of virtual assets and blokcheyn-technologies;

- enhancement of the regulatory legal base of the Kyrgyz Republic regulating virtual assets and blokcheyn-technologies;

- assistance to the foreign companies in development of the sphere of virtual assets and blokcheyn-technologies in the Kyrgyz Republic;

- integration of economy of the Kyrgyz Republic into world economic processes;

- the strategy of attraction of foreign investments in economy of the Kyrgyz Republic;

- implementation of innovative programs and projects of the Kyrgyz Republic in the sphere of development of virtual assets and blokcheyn-technologies.

3. Approve Regulations on Council according to appendix 2.

4. Found the secretariat of Council as executive body for implementation of decisions of Council.

Financing of activities of the secretariat of Council is performed at the expense of means of the republican budget of the Kyrgyz Republic, and also other sources which are not forbidden by the legislation of the Kyrgyz Republic.

5. The secretariat of Council is headed by the head appointed to position and dismissed by the President of the Kyrgyz Republic.

6. I reserve control of execution of this Decree.

7. This Decree becomes effective from the date of official publication.

Structure of National council on development of the sphere of virtual assets and blokcheyn-technologies in case of the President of the Kyrgyz Republic

1. General provisions

1. The national council on development of the sphere of virtual assets and blokcheyn-technologies in case of the President of the Kyrgyz Republic (further - Council) is the permanent coordinating body for questions of determination and maintaining policy of development of virtual assets and blokcheyn-technologies, legal regulation, stimulation of innovations, investment attraction and assistance of integration of the country into global cryptoecosystem.

2. The structure of Council affirms the President of the Kyrgyz Republic.

3. In the activities Council is guided by the Constitution of the Kyrgyz Republic, the laws and other regulatory legal acts of the Kyrgyz Republic, and also this Provision.

10. Assistance to development of innovative digital infrastructure, development of offers on ensuring protection of the rights of participants of the market of virtual assets.

11. Risk analysis, connected using virtual assets, and development of offers/recommendations about the mechanism of their decrease.

12. Development of international cooperation of the Kyrgyz Republic in the field of virtual assets, cryptoecosystem and blokcheyn-technologies with the international and global profile companies.

3. Rights and functions of Council

13. Council has the right:

- make offers to the President of the Kyrgyz Republic, the Cabinet of Ministers of the Kyrgyz Republic, Jogorku Kenesh of the Kyrgyz Republic concerning development and regulation of virtual assets and implementation of blokcheyn-technologies;

- request and obtain necessary information from state bodies and public organizations for accomplishment of the assigned tasks;
