2. Approve the Algorithm of state registration of the rights (encumbrances) to real estate by means of reengineering of provision by Kazakhstan Housing Company joint-stock company of housing in lease with the redemption, according to appendix to this order.

3. To the organizations participating in pilot project, providing information systems for provision of the state services:

provide connection to the state service of access control to personal data (further - the KDP service) by means of application in "Smart Bridge";

2) when rendering services within pilot project to provide the consent of the subject of personal data or his legal representative by means of the KDP service according to the legislation of the Republic of Kazakhstan on personal data and their protection, on state registration of the rights (encumbrances) to real estate.

4. To the organizations, according to subitems 4) and 6) Item 2 of Article 49, to subitems 2), 3), 4) to Item 2-1 of Article 38, to Item 3-2 of article 54 of the Law of the Republic of Kazakhstan "About informatization", items 4 and 8 Rules of integration of the objects of informatization of "the electronic government" approved by the order of the acting minister of information and communications of the Republic of Kazakhstan of March 29, 2018 No. 123 (it is registered in the Register of state registration of regulatory legal acts at No. 16777), to provide integration in the presence:

protocols with positive results of conformity testings to requirements of information security;

agreements of joint operations on information security of the state and non-state information systems;

own operational center of information security (further - the Center) and ensuring its functioning or acquisition of service of the operational center of information security at the third parties according to the Civil code of the Republic of Kazakhstan, and also ensuring interaction of the Center with the National coordination center of information security;

taking measures to compliance to single requirements in the field of information and communication technologies and ensuring information security.

5. To non-commercial joint-stock company "The Government for Citizens state corporation in case of realization of pilot project to ensure information security and personal data protection, according to requirements of the Law of the Republic of Kazakhstan "About informatization", the Law of the Republic of Kazakhstan "About personal data and their protection", the orders of the Government of the Republic of Kazakhstan of December 20, 2016 No. 832 "About approval of Single requirements in the field of information and communication technologies and ensuring information security".

6. To provide to committee of the state services of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

placement of this joint order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication;

the direction of the copy of this joint order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" within five working days from the date of signing of the joint order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan.

7. To impose control of execution of this joint order on the supervising vice-ministers of digital development, innovations and the aerospace industry, and justice of the Republic of Kazakhstan.

8. This joint order becomes effective after ten calendar days after day of its first official publication and is effective within twelve months.

Chapter 1. General provisions

1. This Algorithm determines receipt of the state services within the state program of housing construction by provision of housing in lease with the redemption and state registration of lease using blokcheyn (further - the Algorithm) in case of interaction of information systems of the organizations with the information system "Single State Immovable Property Cadastre".

2. In the Algorithm the following basic concepts and reducings are used:

1) The Government for Citizens State corporation (further - State corporation) - the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications on rendering the state services and issue of their results to uslugopoluchatel by the principle of "one window", ensuring rendering the state services electronically;
