1. Approve the enclosed Rules of implementation of paid types of activity on rendering of services by public institution in the sphere of agrochemical servicing of agricultural production, use of the money by it from rendering of services remaining at its order.

2. Recognize invalid:

1) the order of the Minister of Agriculture of the Republic of Kazakhstan of March 2, 2015 No. 4-6/181 "About approval of Rules of rendering paid types of activity on rendering of services by public institution in the sphere of agrochemical servicing of agricultural production and expenditure of money by it from rendering of services" (it is registered in the Register of state registration of regulatory legal acts No. 10618);

2) the order of the Minister of Agriculture of the Republic of Kazakhstan of December 24, 2019 No. 455 "About introduction of amendments to the order of the Minister of Agriculture of the Republic of Kazakhstan of March 2, 2015 No. 4-6/181 "About approval of Rules of rendering paid types of activity on rendering of services by public institution in the sphere of agrochemical servicing of agricultural production and expenditure of money by it from rendering of services" (it is registered in the Register of state registration of regulatory legal acts No. 19835).

3. To provide to management committee with land resources of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

4. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

5. This order becomes effective after day of its first official publication and is effective till July 1, 2025.

Rules of implementation of paid types of activity on rendering of services by public institution in the sphere of agrochemical servicing of agricultural production, use of the money by it from rendering of services remaining at its order

1. These rules of implementation of paid types of activity on rendering of services by public institution in the sphere of agrochemical servicing of agricultural production, use of the money by it from rendering of services remaining at its order (further - Rules) are developed according to Item 5 of Article 102 of the Budget code of the Republic of Kazakhstan (further - the Budget code) and determine procedure of paid types of activity by rendering of services by public institution in the sphere of agrochemical servicing of agricultural production, use of the money by it from rendering of services remaining at its order.

2. The public institution in the sphere of agrochemical servicing of agricultural production (further - public institution) performs the following services on paid basis:

1) carrying out agrochemical inspection of soils;

2) quality evaluation of crop products and products of its conversion;

3) carrying out additional inspections of soils on content macro - minerals, heavy metals, water extract according to the statement of owners of the parcels of land and land users;

4) approbation of devices and the laboratory equipment, techniques of chemical analyses in the field of agrochemistry with issue of the conclusions by results of testing;

5) rendering consulting services in methods and rules of carrying out chemical analyses of soils, crop products and products of its conversion, creation of system of fertilizers, uses of the parcels of land.

3. The list of paid types of activity on renderings of services and the price list of the prices of the provided services take place in the specially allotted place in the territory of (indoors) public institution, and also are published in mass media and on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

4. The public institution performs paid types of activity on rendering of services based on the written application of physical persons and legal entities (further - the applicant) constituted in any form.

5. Acceptance and registration of a statement are performed by the responsible of public institution with issue to the applicant of the receipt on its acceptance with indication of:

1) registration number of the statement and date of its acceptance;

2) names of service;

3) surnames, name, middle name (in case of its availability) the responsible of the public institution which adopted the statement.

6. Paid types of activity on rendering of services are provided daily, except for days off and holidays, according to the operating mode set in public institution.

7. The calculations of physical persons and legal entities perfromed in cash form are carried out through cash desks of public institution using cash registers with fiscal memory and issue of the control check, or on clearing settlement by transfer to the current account of public institution "Control account of cash of paid services".

8. The means received by public institution from implementation of paid types of activity are enlisted into the account opened for accounting of money from rendering of services and used based on the account for payment which is drawn up and provided according to the procedures of treasurer budget implementation and their cash servicing approved by the central authorized body on budget implementation according to Item 8 of Article 101 of the Budget code.

9. The means arriving from implementation of paid types of activity are planned and used according to plans of the receipts and expenses of the money received by public institution from rendering of services, remaining at its order (further - the plan).

10. The means received by public institution from implementation of paid types of activity are used according to plans on:

1) carrying out laboratory researches;
