Some questions of provision of the state support to internally displaced persons

Cabinet of Ministers of Ukraine decides:

1. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine on provision of the state support to internally displaced persons.

2. To provide to the ministry of social policy:

since January, 2025 maintenance of the mechanism of compensation central and to local executive bodies, military authorities for the consumed utilities in case of accommodation of internally displaced persons in buildings (rooms) of objects of the state-owned, municipal and private property and payment of appropriate means of compensation for the account of means of reserve fund of the government budget;

since January, 2025 maintenance of the mechanism of compensation to persons who temporarily placed in the premises of internally displaced persons, the expenses connected with free temporary accommodation (stay) of internally displaced persons (further - compensation for expenses), and payment to such persons of appropriate means of compensation for the account of means of the government budget, and also means of other sources which are not forbidden by the legislation;

informing citizens on transfer to bodies of the Pension fund of Ukraine of functions to destination and compensation for expenses payment, procedure for realization of the right to compensation and procedure for protection of interests in case of its violation;

representation till March 1, 2025. The Cabinet of Ministers of Ukraine by results of realization of the mechanisms of compensation determined by paragraphs second and third this Item, relevant proposals by their enhancement and financing sources.

3. To provide to the pension fund of Ukraine:

carrying out since January, 2025 payment of compensation for expenses for the lists of receivers submitted the Ministry of development of communities and territories, according to item 4 of this resolution and according to the Procedure for compensation for expenses for temporary accommodation (stay) of internally displaced persons, the approved resolution of the Cabinet of Ministers of Ukraine of March 19, 2022 No. 333 (The Official Bulletin of Ukraine, 2022, No. 26, the Art. 1410, No. 39, the Art. 2081, No. 72, the Art. 4353, No. 99, the Art. 6191), taking into account the changes made by this resolution (further - the Procedure);

in a month conducting verification of information about receivers of compensation for expenses and persons placed by them according to the lists of receivers submitted the Ministry of national unity according to item 4 of this resolution on compliance to Procedure Item 1;

in the two-month time of carrying out technical completion of information systems of the Pension fund of Ukraine for the purpose of realization of procedure for granting of compensation for expenses according to the Procedure;

in the two-month time of technical capability of forming, signing by applicants of the statement of person which placed internally displaced persons for receipt of compensation for expenses and its registration by the web portal of electronic services of the Pension fund of Ukraine and/or mobile application of the Pension fund of Ukraine; technical capability of collection, processing, use of information according to procedure;

since March, 2025 check of the right of the available receivers of compensation for expenses to availability of the bases for receipt of compensation for expenses, taking into account Procedure Item 2 provisions;

since March, 2025 consideration of new addresses and adoption on them of decisions on purpose of compensation for expenses according to the Procedure. In case of submission of new addresses compensation for expenses can be charged since January, 2025, on condition of compliance of receivers to requirements of the Procedure for the corresponding period;

informing citizens on transfer to bodies of the Pension fund of Ukraine of functions to destination and compensation for expenses payment, procedure for realization of the right to compensation for expenses and procedure for protection of interests in case of its violation.
