This Federal Law determines policy of the state in the field of forming of obligatory copy of documents as resource base of completing of complete national library and information fund of documents of the Russian Federation and development of system of the state bibliography, its public use provides safety of obligatory copy of documents.

This Federal Law establishes types of obligatory copy of documents, categories of their producers and receivers, terms and procedure for delivery of obligatory copy of documents, responsibility for their violation.

This Federal Law does not extend to the documents containing personal and (or) family secret; the documents containing the state, official and (or) trade secret; the documents created in single execution; archive documents (materials) (except for the documents transferred to storage to archive organizations according to articles 12, of the 18 and 19 this Federal Law); the electronic documents distributed only with use of information and telecommunication networks; managerial and technical documentation (forms, maintenance instructions, blanks products, albums of forms of accounting and reporting documentation).

Chapter 1. General provisions

Article 1. Basic concepts

For the purpose of this Federal Law the following basic concepts are applied:

obligatory copy of documents (further - obligatory copy) - copies of different types of the replicated documents and the copies of printing editions electronically which are subject to voluntary conveyance by producers in the relevant organizations according to the procedure and quantity established by this Federal Law;

the document - the material carrier with information fixed on it in any form in the form of the text, sound recording, the image and (or) their combination which has the details allowing to identify it and is intended for transfer in time and in space for the purpose of public use and storage;

copy - the sample of the replicated document identical to the original;

system of obligatory copy - set of types of obligatory copies, and also established procedure of their collecting, distribution and use;

obligatory federal copy - copies of different types of the documents made in the territory of the Russian Federation beyond its limits by request of the organizations and the individuals who are under authority of the Russian Federation, and also the documents imported for public distribution in the territory of the Russian Federation which are subject to voluntary conveyance by their producers in the relevant organizations according to the procedure and quantity, established by this Federal Law;

obligatory copy of the subject of the Russian Federation - copies made in the territory of the subject of the Russian Federation or outside its territory by request of the organizations which are under authority of the subject of the Russian Federation, different types of documents, subject to voluntary conveyance of documents by producers in the relevant organizations of the subject of the Russian Federation according to the procedure and quantity, established by this Federal Law;

obligatory copy of the municipality - copies made in the territory of the municipality or outside its territory by request of the organizations which are under authority of the municipality, different types of documents, subject to voluntary conveyance of documents by producers in the relevant organizations of municipalities according to the procedure and quantity, established by this Federal Law;
