About measures for increase in role of small and medium business in economy

For the purpose of creating favorable conditions for the accelerated development of small and medium business, further improvement of business environment in regions, assistance of realization of the new business initiatives giving impulse to economic growth and also supports of promotion on new segments of the foreign market with competitive products:

I. Main target indicators

1. Determine the main target indicators of development of small and medium business for 2025:

(a) bringing share of small and medium business in gross domestic product to 55 percent, in the industry - to 34 percent, in export - to 34 percent, in employment of the population - to 75 percent;

(b) transformation at least 600 subjects of small and medium business in "entrepreneurs champions" by rendering assistance in their enlargement;

(c) increase at least twice shares of small business in services of drinking water supply and the sewerage, road, construction, utilization, migratory services, services in the field of municipal services, culture and social services;

(d) bringing to 4 thousand of number of subjects of entrepreneurship numbering workers more than 100 people;

(e) implementation of production of branded products at least in 100 subjects of small and medium business due to creation of Project offices of the accelerated industry development;

(e) realization at least 200th startup projects with participation of subjects of small business;

(g) cultivation of high-profit cultures on 30 thousand hectares of the sowing land leased the organization of activities of 16 specialized agrocompanies and formation of 9 modern agro-industrial farms.

II. Stimulation of enlargement of subjects of small and medium business

2. Implement since May 1, 2025 the following mechanisms of stimulation of enlargement of subjects of entrepreneurship on the basis of chain "self-employed person - the individual entrepreneur - small business - medium business - large enterprise" according to which:

(a) in case of state registration of self-employed person as the individual entrepreneur or the legal entity the state fee is not collected;

(b) to the self-employed persons and subjects of entrepreneurship which enlarged the activities respectively to category of the individual entrepreneur, microfirm or small enterprise within the Development program of family entrepreneurship the unsecured credits at the rate to 50 million sum, within the Comprehensive program of continuous support of small business - to 150 million sum are allocated;

(c) to the subjects of entrepreneurship which enlarged the activities respectively to category of medium or large business within one year compensation (return) of tax amount on value added is made in the accelerated procedure in seven-day time.

3. To the Ministry of Economics and finance, and also to the Central bank to provide allocation in 2025 of borrowing facilities on development of small and medium business in the amount of 120 trillion sum, including within entrepreneurial programs - in the amount of 22 trillion sum.

4. In the Republic of Karakalpakstan:

(a) to resolve within the Development program of family entrepreneurship allocation of the credits to the newly created subjects of small and medium business which do not have sufficient turnover of money on the settlement account proceeding from their mortgage providing;

(b) To the Central bank together with the Ministry of Economics and finance till July 1, 2025 to simplify processes of allocation of the microcredits to legal entities online and to implement mechanisms of their operational confirmation;

(c) to implement practice of allocation within the Comprehensive program of continuous support of small business of the credits for replenishment of current assets for a period of up to 3 years at the rate of 14 annual interest rates to subjects of small and medium business which provided employment to the jobless citizens included in the Unified register of social protection, in addition in 10 million sum for each workplace for such citizens, to 100 million sum - created 10 and more such workplaces;

() to the National agency of social protection together with commercial banks to establish permanent monitoring of fulfillment of requirements, provided in the subitem "v" of this Item and to take measures for interest rate realignment of the credits on market concerning the borrowers who were not observing the established criteria.

5. Approve the offer of the Ministry of Economics and the finance on program implementation of transformation developing the accelerated and high rates of subjects of entrepreneurship in "entrepreneurs champions" (further - the Program).

6. Determine that within the Program the list of the organizations transformed to "entrepreneurs champions" which includes the subjects of entrepreneurship corresponding to the following criteria is created:

(a) at the district (city) level - in each area (city) at least on 2 subjects of entrepreneurship with annual turnover over 10 billion sum and the created more than 50 workplaces;

(b) at the level of the Republic of Karakalpakstan, areas and the city of Tashkent - in each region at least on 5 subjects of entrepreneurship with annual turnover over 100 billion sum and the created more than 500 workplaces;

(c) at the republican level - subjects of entrepreneurship with annual turnover over 1 trillion sum and the created more than 5 thousand workplaces.

7. To the Ministry of Economics and finance, to the Tax Committee, the Central bank and Chamber of Commerce and Industry in two-month time:

(a) together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to create the list of the organizations transformed to "entrepreneurs champions";

(b) together with commercial banks with the state share over 50 percent, JSC The Company on Development of Entrepreneurship, National venture fund "UzVC" to introduce the draft of the regulatory legal act providing additional measures of financial support of the organizations transformed to "entrepreneurs champions".

8. Form since May 1, 2025:

(a) in 20 areas Project offices of the accelerated industry development (further - Project offices) according to appendix No. 1 *;

(b) under the Ministry of Economics and finance - the Head project office of the accelerated industry development consisting of 9 established posts without the status of the legal entity.

9. Determine that:

(a) Project offices:

(i) render consulting services to subjects of small and medium business and involve to them engineers, technologists, designers, accountants, marketing specialists and other qualified foreign and domestic specialists;

(ii) bear responsibility for start on 10 drayverny projects, creation on 5 product names of national brands, increase in production and export indicators of small and medium business in time 1,5 in the areas assigned to them;

(b) for financing of the expenses connected with the organization of activities of Project offices and involvement of foreign specialists from the Government budget for 2025 funds in the amount of 100 billion sum are allocated.
