About additional measures for increase in efficiency of land use and volumetric gain of cultivation of products in agricultural industry

For the purpose of rational and effective use of land resources in agricultural industry, accelerations of introduction in economic circulation of the empty parcels of land, and also stimulations of activities of farms - producers of agricultural products I decide:

I. Purposes

1. Determine main objectives of adoption of this resolution:

(a) the organization of landing of cultures and cultivation of products on the empty farmlands which are under authority of khokimiyats of areas;

(b) ensuring price stability on meat and dairy products by volumetric gain of cultivation of feed crops for livestock production;

(c) stimulation of effective use of lands by means of economic mechanisms, employment increase and population level of living.

II. New procedures of holding electronic online auctions

2. Determine that by transfer to lease of all types of lands of agricultural purpose according to the procedure implemented since March 11, 2025:

(a) terms of publication of the message on carrying out electronic online biddings are reduced from 15 days to 5 days, the repeated biddings - from 5 days to 1 day;

(b) at the repeated biddings in case of receipt of the statement only from one applicant it is offered to purchase voluntarily lot at the price announced in these biddings;

(c) at each repeated biddings the price of lot falls from 10 percent step by step before lowering of its starting price to 20 percent.

3. Since April 1, 2025 in the electronic online biddings held in all regions on transfer to lease of all types of lands of agricultural purpose to cancel procedure by installments of payments for the right of lease of the parcels of land and providing discounts in case of their payment in complete size, to determine obligation of their complete payment within 15 working days.

4. In 2025-2026 to expose on electronic online biddings on average 10 - 20 percent of total area of the lands of agricultural purpose put up for sale within the territories of the Republic of Karakalpakstan and areas with condition of landing to them of feed crops for the cattle.

III. Sublease

5. To the lessees having overdue debt on the additional payments or subjects to implementation distributed in proportion to lease term by installments to payments for the right of lease of the farmlands leased before entry into force of this resolution:

(a) to grant right of disposal (rehiring) to other persons of the rights to the parcel of land and obligations, including the obligation of implementation of additional payments and payments by installments, based on the tripartite contract with participation of hokim of the area, irrespective of the term of use of them of the parcel of land;

(b) from among the citizens included in "Iron notebook", "Female notebook", "Youth notebook" and the labor migrants who became winners of the open electronic tender which is carried out from January 1, 2022 to April 15, 2023 on receipt of the parcels of land for maintaining Dehkan economy by them to establish the size of the additional payments distributed in proportion to lease term, equal to the single size of normative cost of this parcel of land for other persons - to the quadruple size of normative cost of this parcel of land.

6. In the course of execution of court resolutions and acts of other bodies in case of the address of collection on the right of long-term lease of the parcel of land of agricultural purpose of zadolzhnik to implement the simplified procedure, according to which:

(a) for the address of collection on the lease right the consent of hokim of the area (city) - the lessor is not required;

(b) assessment of the right of lease is not required, at the same time the state contractor specifies the normative cost of the parcel of land at authorized organizations and specifies the size of the starting price equal to normative cost in the act of arrest of property right;

(c) electronic online biddings are held taking into account requirements of Item 2 of this resolution;

(d) the protocol on results of electronic online biddings is the basis for assignment of rights and agreement obligations of lease of the parcel of land from zadolzhnik to the winner of auction on remaining period - for the state registration of rehiring.

IV. Privileges to farmers

7. Establish procedure according to which since harvest of 2025 to the farms and other agricultural enterprises which are annually displaying in tax reports the cotton harvests received by them more than 50 centners from hectare, grains - over 80 centners from hectare, next year:

(a) landing (placement) of potatoes, vegetable, melon, oil-bearing, bean and feed crops for the cattle by crop rotation method on 25 percent of leased total land area is guaranteed;

(b) the membership fees in Council of farmers of Uzbekistan are established in the amount of 0,3 of percent of the starting price of raw cotton announced at the exchange and the average price created at the exchange on grain;

(c) in case of calculation of the land tax the coefficients lowering to the triple size in proportion to base rate according to Item 15 of the Presidential decree of the Republic of Uzbekistan of February 3, 2025 No. UP-18 are applied.

8. Permit:

(a) allocation of soft credits to no more than 50 percent of the farms which are members of agricultural cooperatives under 50 percent pledge of property, in particular on the security of the lease right to the earth at the expense of resources of Fund of the state support of agricultural industry for cotton cultivation at the same time to allocate these credits proceeding from the announced starting price of raw cotton;

(b) to directly buy the raw cotton which is grown up by the farms which are members of agricultural cooperatives at the same time to determine that direct agreements are signed on information portal of JSC Uzbek Republican Commodity and Raw Exchange and payments on them are made by rules of implementation of settlement and clearing transactions (money transfer according to payment documents) the exchanges.

9. To the Ministry of Agriculture together with the Tax Committee and Chamber of Commerce and Industry to establish additional criteria of determination of Rating of stability of subjects of entrepreneurship for farms and agricultural enterprises, such as type of the right to the parcel of land, number of workers, amount of the grown-up harvest in relation to normative productivity in a month.

10. To the Ministry of Economics and finance together with the Ministry of Agriculture to introduce to the Cabinet of Ministers the draft of the regulatory legal act on measures of stimulation of the farms and agricultural enterprises performing effective activities in a month.
