About enhancement of measures for the prevention of illegal use and wasteful expenditure of fuel and energy resources, and also to increase in energy efficiency

For the purpose of enhancement of system of the prevention of illegal use and wasteful expenditure of energy resources, further increase in energy saving and energy efficiency in economy industries, the state departments, objects of the social sphere and houses of the population in "Year of environmental protection and "green economy" I decide:

I. Purposes

1. Achievement of saving of 2,5 of one billion kW/hours of the electric power and 1,1 of one billion cubic meters of natural gas by transfer of consumers into use of alternate energy resources and installation of energy-saving technologies in regions, including:

a) saving of 1,6 of one billion kW/hours of the electric power by use by consumers of installations of renewable energy resources and installation of total solar panels capacity of 785 MW and more than 9 thousand solar collectors in amount of 1,2 of one million liters in addition on more than 74 thousand objects;

b) saving of 45 million cubic meters of natural gas by construction of low-power photopower plants capacity more than 100 MW in 300 makhallyakh which population is in socially difficult situation;

c) creation of possibility of development of 172 million kW/hours of the electric power by construction more than 1 thousand micro and small hydroelectric power stations capacity over 65 MW;

d) saving of 39 million cubic meters of natural gas by expansion of use of the energy saving equipment in state-financed organizations;

e) saving of 730 million kW/hours of the electric power and 980 million cubic meters of natural gas by realization of organizational and technical actions for saving of energy resources in regions of the republic.

II. Enhancement of system of address work

2. Form by each area (city) of the republic the interdepartmental working groups of areas (cities) on development of energy balance, accomplishment of its indicators, providing program implementation of energy saving, increase in energy efficiency (further - the interdepartmental working groups of areas (cities)) in standard structure according to appendix No. 1.

3. Approve:

a) The additional tasks assigned to the Republican headquarters on the effective organization and coordination of the state control of use of fuel and energy resources (further - the Republican headquarters), according to appendix No. 2;

b) Priority tasks of regional staffs on the effective organization and coordination of the state control of use of fuel and energy resources (further - regional staffs) according to appendix No. 3;

c) Priority tasks of interdepartmental working groups of areas (cities) according to appendix No. 4;

d) The main activities of regional staffs and the interdepartmental working groups of areas (cities) according to appendix No. 5;

e) Fixing of the staff of the Prosecutor General's Office providing supervision of accomplishment of planned targets of saving and reducing losses of energy resources in networks in each area (city) according to appendix No. 6.

4. To the Ministry of Justice (Tashkulov) together with the Department of Energy (Mirzamakhmudov), the Ministry of Economics and finance (Norkulov) to develop and introduce the draft of the corresponding regulatory legal act providing procedure for stimulation or application of measures of disciplinary impact (KPI) concerning members of interdepartmental working groups of areas (cities) to the Cabinet of Ministers in a month.

5. Warn about the personal responsibility:

a) the first heads and deputy managers of the ministries, departments and other state organizations - for implementation of works on implementation of use of devices of renewable energy resources and installation of energy efficient devices on buildings of the specified state bodies, including buildings of the organizations in their structure on the basis of monthly establishing shot, and also strict ensuring accomplishment of the corresponding target indicators;

b) The chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas, the city of Tashkent, areas (cities) - for timely and full implementation of indicators of monthly establishing shot on saving of the electric power and natural gas, and also strict ensuring reducing losses by supply of energy resources in regions;

c) the head Uzenergoinspektion - for control of carrying out energy audit of the companies, the organization of saving of their energy resources;

d) the head of JSC Regionalnye elektricheskiye seti - for achievement of saving of the electric power of the connected consumers capacity more than 50 kVA by implementation of actions for replacement of electric equipment on energy saving, to installation of condensers, capital and running repair of power networks and transformers;

e) the head of JSC Hududgaztajminot - for achievement of saving of natural gas by implementation of actions for dismantle and transfer of gas distribution points into system of two-level gas supply, to carrying out survey and prevention of gas pipes and installations, replacement of non-standard gas installations on saving, to carrying out survey of underground gas pipes and wells, and also elimination of the revealed shortcomings;

e) the First Deputy Minister of Construction and Housing and Communal Services, and also vice-chairmen of Council of Ministers of the Republic of Karakalpakstan, hokim of areas, the city of Tashkent, areas (cities), responsible for questions of construction, - for wide use of energy saving materials and technologies in case of construction of buildings, especially providing covering with heat-insulating materials of multi-storey houses under construction, and also implementation of strict control in this direction;

g) the Minister of Energy - for studying and establishment of strict control of execution of monthly establishing shots with departure on places, regular entering of information on the carried-out work into the Cabinet of Ministers, and also acceptance of severe measures in this direction.

6. Establish procedure according to which:

a) following the results of every month the first heads of the ministries, departments and other state organizations, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas, the city of Tashkent, areas and cities personally study condition of accomplishment of target indicators of saving of the electric power and natural gas in the respective spheres and the territories, and also take measures to the heads who allowed irresponsibility in this direction;

b) responsible heads quarterly submit reports on the carried-out work on implementation of use of alternative energy sources and increase in energy efficiency in regions in corresponding Kengasha of People's Deputies.
