RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

About additional measures for the organization of activities of bodies of the State Customs Service and further enhancement of customs administration

In pursuance of the Presidential decree of the Republic of Uzbekistan of March 25, 2025 No. UP-57 "About Measures for Increase in Efficiency of Activities of Bodies of the State Customs Service", and also for the purpose of the effective organization of activities of bodies of the State Customs Service (further - customs authorities) and further enhancement of customs administration, I decide:

I. Purposes

1. Determine the main indicators of development of the customs sphere in 2025:

(a) implementation to the sphere of technologies of artificial intelligence;

(b) enhancement and increase in efficiency of information systems of customs authorities;

(c) optimization of organizational structures of customs authorities.

II. Financial resources

2. Determine that:

(a) the measures specified in this resolution are financed by means of the Government budget of the Republic of Uzbekistan and extrabudgetary funds of the customs authorities, the international grant means and other sources which are not prohibited by the legislation;

(b) the additional expenses connected with the changes made to organizational structures of customs authorities are financed by means of the Government budget of the Republic of Uzbekistan.

III. Organizational measures

3. Approve:

(a) Regulations on Customs committee under the Ministry of Economics and finance of the Republic of Uzbekistan (further - Customs committee) according to appendix No. 1 *;

(b) Regulations on procedure for service in bodies of the State Customs Service of the Republic of Uzbekistan according to appendix No. 2 *;

(c) The disciplinary charter of bodies of the State Customs Service of the Republic of Uzbekistan according to appendix No. 3*.

4. Approve the offer of the Cabinet of Ministers on creation in customs authorities of the following divisions within the operating number of staff:

(a) based on customs post of foreign economic activity Central post office - the customs post of foreign economic activity "Electronic commerce" intended for implementation of customs control and registration of goods and loads of the special categories acquired through electronic trading platforms;

(b) based on Ok Oltin and Malik customs clearance stations as a part of border customs post Syr Darya - separate border customs posts "Ok олтин" and Malik;

(c) The center of customs clearance with the status of the separate legal entity in system of Customs committee. At the same time:

(i) customs posts of remote electronic declaring of territorial administrations will be step by step liquidated;

(ii) power according to structure and the Provision of the Center of customs clearance is conferred to the chairman of Customs committee.

5. Create the division specializing in implementation of technologies of artificial intelligence to the customs sphere as a part of Customs committee. At the same time:

(a) to consider division by the project implementation manager in customs authorities of technologies of artificial intelligence;

(b) to determine the main objectives of division:

(i) studying of experience of the advanced foreign states in the field of technologies of artificial intelligence;

(ii) research of the technologies of artificial intelligence covering customs control and registration, ensuring their effective functioning, and also taking measures to their permanent raising on qualitatively new level;

(iii) cooperation in this direction with domestic and international specialists, and also with the advanced foreign states on exchange of scientific and practical experience;

(iv) testing and implementation in practice of technologies of artificial intelligence.

6. Enter position of the adviser to the chairman of Customs committee on implementation of technologies of artificial intelligence for the purpose of implementation and enhancement of technologies of artificial intelligence in the customs sphere.

7. Approve the Organizational structure of bodies of the State Customs Service of the Republic of Uzbekistan according to appendix No. 4 *, and also the List and categories of customs posts according to appendix No. 5*.

8. For the purpose of optimization of activities of divisions of customs authorities, reducing executive positions, increase in efficiency of customs control and centralization of processes of registration to liquidate 25 customs posts according to appendix No. 6*.

9. To customs committee (A. Mavlonov) to develop and approve in accordance with the established procedure updated states of customs authorities according to requirements of this resolution in a month.

10. Approve the Plan of measures for enhancement of system of training in customs authorities according to appendix No. 7*.

11. For ensuring economic safety of the country, and also evidence-based studying of questions of increase in efficiency of activities of customs authorities to create Scientific center of foreign economic activity as a part of Customs committee and to determine the main directions it activities:

(a) enhancement of customs affairs and the national legal system on the basis of the conventional requirements of the international organizations, international standards, and also criteria of the international indexes and ratings;

(b) development of suggestions for improvement of tariff policy on the basis of analysis results of the foreign trade processes, and also on localization of goods with high import volume;

(c) scientific research of problems in the field of methodology of customs control, the nomenclature of goods, customs value and risk management;

(d) monitoring and forecasting of efficiency of fiscal activities in customs authorities, and also assessment of application of the existing privileges and preferences.

12. To customs committee (A. Mavlonov) together with the Ministry of digital technologies till January 1, 2026 to implement the following information systems at Customs institute:

(a) the automated information system "Education Management" on the organization and management of educational process;

(b) the Efficiency evaluation module by rating assessment of activities of the faculty;

(c) the automated information system "Qualification" on advanced training of customs officers.

13. To customs committee (A. Mavlonov) together with the Ministry of the higher education, science and innovations since 2025/2026 academic years:

(a) to adjust training on the basis of dual education at bachelor degree stage;

(b) to enter form of correspondence course lasting two years on paid and contractual basis in magistracy. At the same time to confer to the chairman of Customs committee power to establish the size of the paid contract.

14. Since July 1, 2025 to fix the mechanism of obligatory civil liability insurance of the owner of the vehicle moving through border with carrying out mutual integration of information systems of customs authorities with insurance companies.
