About additional measures for building-up of the export potential and development of chain of conversion of agricultural products

For the purpose of further increase in the export potential of agricultural products, effective use of the available land resources, mutual integration of processes of conversion, storage, export and implementation of system of cooperation I decide:

I. Purposes

1. Determine the main target indicators of increase in agricultural export and creation of chain of value added for 2025-2026:

(a) finishing export volumes of fruit and vegetable and food products in total to 3, 5 billion US dollars in 2025;

(b) obtaining until the end of 2025 of phytosanitary import permits of 30 new types of products to 8 states;

(c) ensuring implementation of export of fruit and vegetable products on the perspective markets in 2025 on the amount 442 million US dollars, in 2026 - on the amount of 575 million US dollars;

(d) implementation of investment projects in the amount of 40, 5 million US dollars on production of packagings for fruit and vegetable products of all 2,1 of one million tons in regions in 2025.

2. Approve:

(a) Perspective indicators of increase in level of conversion and storage of fruit and vegetable, melon, grape and bean products (further - fruit and vegetable products) during creation of their chain of value added in regions of the republic for 2025 - 2027 according to appendices No. No. 1, 1a and 1b *;

(b) Perspective indicators of export of separate types of products in regions of the republic for 2025-2026 according to appendix No. 2 *;

(c) The address list of projects of production of the packagings for fruit and vegetable and food products started in 2025 according to appendix No. 3 *;

() the Forecast of distribution of 300 units of the small-volume portable refrigerators established in regions by allocation of soft credits at the expense of means of the international financial institutions in 2025 according to appendix No. 4*.

II. Privileges

3. Determine that for the purposes of increase in efficiency of cultivation, conversion, storage and realization of fruit and vegetable products:

(a) for a period of up to January 1, 2028 rates of the income tax for the subjects of entrepreneurship exposing on realization fruit and vegetable products in modern packaging and complying all following conditions at the same time and the social tax from physical persons for their workers are established in the amount of 1 percent:

(i) monthly charge to each worker of the salary in the amount of at least double minimum wage;

(ii) the total sales which arrived in tax period from realization it is modern the packed fruit and vegetable products, constitutes at least 50 percent of the comprehensive income gained from sales of goods (services);

(b) for a period of up to April 1, 2027 when importing the equipment for landing, collection and sorting of bean products 1 interest rate of customs duty is applied.

4. Establish procedure according to which agricultural enterprises which total amount of land area constitutes at least 5 hectares are allowed to build on one percent of total land area, but not exceeding 20 hundred parts, at the edges of fields belonging to them the parcels of land of agricultural purpose on the basis of the project of intraeconomic land management cold storage warehouses, technologies of sorting, drying, conversion, packaging, water conservation and objects of storage of water according to main type of the permitted use of the parcels of land. III. Financial resources

At the same time:

(i) the members of agricultural cooperatives who are engaged in collection and procurement of fruit and vegetable products by means of the information system "Edukarantin.uz" shall study high-quality procurement and sending for export of products and to receive the certificate;

(ii) on the agricultural cooperatives and their members having the certificate on the Agroko " makchi mobile application the rating system on categories "green", "yellow" and "red" is conducted;

(b) expenses on receipt of the international certificates "Organic", "Global G.A.P.", "Halal", "Kosher", "FSSC", "ISO 9001", "ISO 22000" and "ISO 14000" in the form of subsidy by fund of assistance to trade are compensated to the producers of agricultural products who created the organic areas and arranged production of the certified organic products.

Establish procedure according to which when financing expenses on the organization of separate trade fairs and obtaining in lease of malls for products of Uzbekistan in large retail chain stores of Saudi Arabia, the United Arab Emirates, Qatar, Singapore, the Republic of Korea, Japan and the states of Europe is provided 100 percent advance payment for the account of fund of assistance to trade, stipulated in Item 2 resolutions of the President of the Republic of Uzbekistan of April 1, 2024 to No. PP-146.
