About additional measures for removal on new stage of system of the organization and conducting statistical works

In the country for the purpose of further enhancement of system of the organization and conducting statistical works on the basis of the advanced international standards, I decide ensuring all subjects with reliable and high-quality statistical data in the course of social and economic development:

I. Purposes.

1. Determine the following priority directions of further increase in efficiency of statistical works:

(a) regular enhancement of system of carrying out statistical inspection at the macroeconomic and industry levels, and also its methodology according to international standards;

(b) reducing statistic reports and decrease in reporting load of business by expansion of processes of integration;

(c) ensuring reliability of data by creation of system of forming of statistics by the principle "from waved to the republic";

(d) strengthening of cooperation with foreign bodies of the mute and the profile international organizations, increase with their assistance of personnel potential;

(e) implementation of new statistical products and services proceeding from requirements of the population, subjects of entrepreneurship and state bodies.

II. Cardinal reforming of National system of statistics.

2. Reorganize the Agency of statistics in case of the President of the Republic of Uzbekistan into National committee of the Republic of Uzbekistan according to the statistics.

3. For the purpose of assistance to creation of system of the organization of statistical works and coordination of profile activities of producers of official statistics to form Republican council according to the statistics and to approve its structure according to appendix No. 1*. Determine that Republican council according to the statistics is collegiate consultative body concerning development, coordination and functioning of system of maintaining official statistics.

III. Increase in scope of statistics by implementation of digital technologies and expansion of processes of integration.

Approve offers of National committee according to the statistics, the Ministry of Economics and finance, the Ministry of investments, the industry and trade, and also the Ministry of digital technologies about start till the end of 2025 of the information system "Statistics of Regions" and display of the following indicators of effectiveness by areas, areas (cities):

(a) activity of subjects of entrepreneurship and the brought investments into economy industries, new workplaces, employment and the income of the population, tax and budget revenues, the industries, service and export;

(b) start of new power capacities, energy saving in economy, efficiency of use of fuel resources and stability of power supply system, and also share of "green" energy in consumption;

(c) ensuring comparability of indicators of the income, level of poverty, employment and unemployment of the population according to the social and economic programs realized in makhallyakh.

5. Approve "Road map" on mutual integration of information systems of National committee according to the statistics, and also the ministries and departments according to appendix No. 2*. Determine that within integration of information systems:

(a) The national committee according to the statistics in two-month time books audit of methodologies of forming of data and data in information systems of state bodies and organizations, in subsequent - if necessary;

(b) state bodies and the organizations without fail approve with National committee according to the statistics the list, methodology and the qualifier of the data collected by them, and also the forms of the reporting and information systems connected with their collection.

(c) The national committee is according to the statistics granted the right to direct receipt electronically of data in information systems and resources of state bodies and organizations by direct integration.

6. Form the Working group on coordination of works on mutual integration of information systems of National committee according to the statistics, and also state bodies and the organizations in structure according to appendix No. 3*.
