About enhancement of procedures of financing of system of social protection of the population

In recent years in the country system reforms on scope of the segments of the population needing social protection by measures of the state social support, to implementation of transparent and tsifrovizirovanny new system of rendering the public assistance and services based on criteria of social justice are performed.

Within the "From Poverty to Wellbeing" Program special attention is paid to creation of the opportunity urging each citizen to concern with responsibility to itself and the future of the children for realization of their potential, and also to elimination of the reasons limiting possibility of families to work by expansion of scales of rendering social services and the help.

For the purpose of enhancement of procedures of forming and use of means of Sakhovat Va Koumac, Female Notebook and Youth Notebook funds (further - funds "Social Notebooks") for realization of the opportunities provided by the "From Poverty to Wellbeing" Program, improvements of living conditions of the population in regions, development of entrepreneurship, and also implementation of new approaches in reducing poverty:

1. Determine that since April 1, 2025:

a) the public assistance given by means of funds "Social Notebooks" is provided to the families included in the Register of poor families, and the public assistance on improvement of housing conditions and health protection - also to families which monthly income does not exceed the double size of the minimum consumer spendings on each family member.

At the same time it is allowed to direct no more than 25 percent from receipts of Female Notebook and Youth Notebook funds to the organization and holding cultural and educational, educational, sporting and tourist events;

b) the public assistance by means of funds "Social Notebooks" is provided in the following procedure:

inclusion of the appropriate public assistance from poor families in the individual plan for removal of families from poverty forms the basis for rendering persons to the public assistance of this category at the expense of funds "Social Notebooks" without reclamation for youth and women at them the additional address;

determination of social position of persons who asked for the public assistance at the expense of funds "Social Notebooks" is performed by means of the information system "Single National Social Protection", and financial position of family - proceeding from results of the automatic assessment (scoring) which is carried out by means of interdepartmental information exchange.

2. Implement since April 1, 2025 the following new instruments of support by means of funds "Social Notebooks" for the families included in the Register of poor families:

a) allocation at the expense of Female Notebook, Youth Notebook and Sakhovat Va Koumac funds of grants in the amount up to the 60-fold size of basic settlement size on financing of the social projects aimed at employment and social activity respectively at least 3 women, representatives of youth and other persons in need of categories of the population;

b) at the expense of Youth Notebook fund:

monthly covering of expenses on journey in the amount up to the single size of basic settlement size of youth with disability for visit of parasports circles by it. At the same time monitoring of visit by youth with disability of parasports circles is performed by means of the information system "ERP-sport" of the Ministry of Sport;

purchase of special sportswear, stock, musical instruments for the youth visiting on regular basis within 6 months sports circles and circles of arts, the cost which is not exceeding the 10-fold size of basic settlement size;
