About measures for cardinal reforming of the sphere of providing with heat energy of apartment houses, buildings and constructions, and also increase in energy efficiency of buildings

For the purpose of determination of the main objectives on steady providing with heat energy of households of the population, objects of the social sphere and subjects of entrepreneurship with use of installations of renewable energy resources and the resource-saving equipment, to reforming of industry of heat supply, reducing power losses in buildings by use of the innovative technologies which are subject to realization in Year of environmental protection and "green economy" I decide:

I. Main directions and purposes

1. Determine the main directions of steady providing with heat energy of apartment houses, buildings and constructions, and also increases in energy efficiency of buildings in the next 5 years:

(a) conducting single state policy in this sphere, development of strategic offers on the basis of the best foreign practices, creation of the organization for management and coordination of activities of the companies of heat supply, and also holding the following events:

(i) updating of obsolete 103 coppers and 1,6 thousand kilometers of heating systems, in particular in 2025-2026 - 18 coppers and 258 kilometers of heating systems of centralized thermal systems;

(ii) projects implementation of upgrade on the basis of public-private partnership in 9 cities and areas (in 2025-2026 2 projects) with participation of the international financial institutions in 13 cities and areas will be begun (in 2025-2026 will be begun in 5 cities and areas);

(iii) finishing scope centralized heat supply from 37 percent to 58 percent, reducing losses in system from 38 percent to 20 percent;

(iv) development and program implementation of installation of 8 681 individual thermal Items in apartment houses and organizations of the social sphere (in 2025 - 480), transfer of centralized heat supply to the closed system;

(b) decrease at least for 20 percent of need for gas of one apartment by construction of local boiler rooms for system of heating of apartment apartment houses number of storeys four and more floors which are not connected to centralized heat supply and also implementations of other alternative technologies;

(c) start of pilot projects for the purpose of increase in energy efficiency of individual and apartment houses, buildings and constructions of the social sphere, public institutions, industrial and private sectors;

(d) inclusion in specifications of designing of new construction, reconstruction of buildings and constructions of the social sphere, industrial and private sectors of the requirement of installation of devices of renewable energy resources and equipment of alternative systems of heating;

(e) stimulation of installation of the energy efficient and modern equipment (gas burner devices) in population households, on objects of the social sphere and in the public institutions consuming natural gas in large volume;

(e) creation of the organization for coordination of projects of increase in energy efficiency by means of forming of the new market of power services and increase in energy saving in the sphere of heat supply and other industries with participation of private sector, and also ESKO-mechanisms and innovative financial instruments.

2. Agree with offers of the Ministry of Economics and finance, the Ministries of Construction and Housing and Communal Services, Agencies on management of the state assets about:

(a) creation of Issikliktajminoti Joint-stock company under the Ministry of Construction and Housing and Communal Services (further - Society) and assignment on the Ministry of Construction and Housing and Communal Services of conducting single state policy in the sphere of heat supply;

(b) to joint development and realization by the Ministry of Construction and Housing and Communal Services and the Department of Energy of implementation projects of the technologies of cogeneration providing production of two types of energy in systems of heat supply;

(c) forming of the authorized capital of Society at the expense of the authorized capital of 23 economic societies and companies, and also reorganization of these economic societies and companies in limited liability companies;

(d) assignment on the Ministry of Economics and finance of realization of shareholder right on the state blocks of shares in the authorized capital of Society.

3. Approve the List of the economic societies and companies reorganized into limited liability companies which authorized capital is transferred to the authorized capital of JSC Issikliktajminoti, and also the Procedure for their reorganization according to appendix No. 1*.

II. The main measures and the developed programs

4. For the purpose of increase in level of scope by centralized heat supply of apartment houses, objects of the social sphere and public institutions in 2025 - 2030 to approve:

(a) Summary parameters of the projects realized within development programs of social and production infrastructure according to appendix No. 2 *;

(b) The list of the perspective investment projects realized on the basis of public-private partnership according to appendix No. 3*. At the same time taking measures for project startup of implementation of the technologies of cogeneration providing simultaneous production of two types of energy in systems of heat supply of the cities of Nukus and Bukhara in the current year;

(c) The list of the new perspective projects realized with participation of the international financial institutions according to appendix No. 4*.

5. To the Ministry of Economics and finance, to the Ministry of Construction and Housing and Communal Services, the Ministry of preschool and school education, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, the Central bank, Association makhally Uzbekistan to start realization of the following pilot projects:

(a) in Chinazsky and Altyaryksky districts - on steady providing four-storeyed apartment houses with heat power with use of installations of renewable energy resources (thermal pumps, solar panels) and the resource-saving equipment, and also thermal insulation of these houses for the purpose of increase in their energy efficiency at the expense of budgetary funds;

(b) in each area on 100 individual houses - on thermal insulation of their facades and roofs for reducing power losses, to installation of energy saving windows and doors, placement of installations of renewable energy resources (solar panels and heliocollectors), and also the energy saving equipment at the expense of "green" soft credits;

(c) in the Bukhara region for the purpose of reducing power losses in the non-compliant to the requirements and needing under repair buildings of organizations of the social sphere - on covering of their facades and roofs heat-insulating materials, to installation of energy saving windows and doorframes, placement of installations of renewable energy resources (solar panels and others), the equipment of alternative systems of heating (heliocollectors, thermal pumps, system of fankoil and others) and the energy saving equipment;
