About measures for increase in efficiency of activities of bodies of the State Customs Service

For the purpose of creation of qualitatively new system of customs administration based on the principles of transparency and reliability, and also prevention of offenses in the customs sphere I decide:

I. Purposes

1. Determine the main target indicators of increase in efficiency of activities of bodies of the State Customs Service (further - customs authorities):

(a) increase till 2030 in line item of the Republic of Uzbekistan in the Index of efficiency of logistics (LPI) of the World Bank on performance indicator of customs clearance to level is not lower than the 55th place;

(b) increase till 2026 twice shares of execution of customs declarations without human factor;

(c) decrease till 2028 in share of customs examination from 21 percent to 15 percent;

(d) increase till 2030 twice system effectiveness of risk management with use of elements of artificial intelligence.

II. Changes in customs regulation

2. To customs authorities to perform coordination of control functions of phytosanitary and veterinary bodies for the foreign trade loads at check points through Frontier (further - check points).

3. Confer to customs authorities power to involve specialists of authorized regulatory authorities to the monitoring procedure and goods inspection which are subject to phytosanitary and veterinary control.

III. Conveniences in foreign economic activity

4. Cancel since July 1, 2025 practice of putting down of seals and stamps, and also conducting written registration of any documents concerning the foreign trade loads in the field of veterinary science and phytosanitation, to perform all procedures by confirmation of these documents electronically (except as specified, strictly established by international treaties in case of commodity export).

5. Provide since September 1, 2025 to subjects of entrepreneurship possibility of implementation of the customs payments and other payment types connected with customs clearance from any region of the republic, open for this purpose the single treasurer account.

6. Since December 1, 2025 to implement in practice the Tolling Transactions module giving opportunity of execution of cargo customs declarations in the simplified procedure in the conversion modes on customs area and out of customs area.

7. Since November 1, 2025 to implement in practice mobile application of the passenger customs declaration for the purpose of creation of conveniences to the passengers crossing check points.

IV. Changes in customs administration

8. Implement since July 1, 2025 procedure for provision of provisional solutions of customs authorities about application of preferences to goods according to requirements of the Agreement on simplification of trade procedures of the World Trade Organization.

9. Since September 1, 2025 to collect and record all types of the charges and payments levied at check points by means of information system of customs authorities.

10. Implement since September 1, 2025 on check points of Gishtkuprik, Zangiot and Daut-at the practice of application of the procedure of the state control based on the principles of risk management along two corridors for vehicles. At the same time:

(a) in "green channel" - in case of decision making about release of vehicles and the goods loaded into them with low risk level all forms of the state control concerning them are not applied, except for documentary control to the vehicle and its driver;

(b) in "red channel" - the state control is exercised concerning vehicles with high risk level or determined by the accidental choice;

(c) "red" or "green" corridors are determined automatically through the information system "Risk management" of customs authorities;

(d) the staff of state control bodies on check points on the basis of selective "profayling" redirects vehicles from "green channel" to "red channel" through the information system "Risk management" of customs authorities using the corresponding forms of control;

(e) the specified procedure is applied to the vehicles driving on the territory of the Republic of Uzbekistan only after passing of control through inspection and customs complex.
