About implementation of system of mass real estate appraisal
For the purpose of implementation and broad application of modern methods and mechanisms of cost determination, brought closer to market price of real estate units, and also creating favorable conditions for enhancement of economic assets of the population and entrepreneurs:
I. Purposes.
1. Determine main objectives of adoption of this Decree:
(a) establishment as economic asset of cost over 8 million residential and non-residential premises, about 7 million parcels of land which are available in the republic;
(b) ensuring mutually balanced project cost of real estate determined for the purpose of the taxation, purchase and sale, transfer to pledge, withdrawals for social needs and other cases;
(c) creation of the reliable, complete and updated on periodic basis database of the real estate market;
(d) the most widespread introduction of concept of justice in case of the taxation.
2. Determine that for the purpose of cost determination, brought closer to market price, step by step on periodic basis since 2025 mass assessment of all real estate units is carried out.
3. Carry out work on mass assessment at the following stages:
(a) 2025-2026 - according to the procedure of experiment in the city of Tashkent;
(b) 2026-2027 - in the city of Nukus and the regional centers;
(c) 2027 and next years - in other territories.
II. Organizational and financial provision.
4. Form the National center for mass real estate appraisal under the Agency according to the inventory (further - the National center) in the form of public institution financed by means of the Government budget with extreme number of managerial personnel - 30 units.
5. Determine:
(a) The Ministry of Economics and finance - the body performing single state policy in the sphere of mass real estate appraisal;
(b) The agency according to the inventory - special representatives body in the sphere of mass real estate appraisal;
(c) The national center - executive body in the sphere of mass real estate appraisal.
6. Approve Task allocation in the sphere of mass real estate appraisal between the Ministry of Economics and finance, the Agency according to the inventory and the National center for mass real estate appraisal according to appendix No. 1.
7. Including actions for mass real estate appraisal to perform financing of activities of the National center at the expense of the following sources:
(a) Government budget;
(b) the attracted grants and technical assistance of the international financial institutions and foreign government financial organizations;
(c) the income from placement of temporarily available funds of the National center on deposits of commercial banks;
(d) other means which are not forbidden by acts of the legislation.
III. Normative and legal, methodical, information and software.
8. To the Ministry of Economics and finance, to the Agency according to the inventory for the purpose of normative and legal and methodical providing system of mass assessment:
(a) in a month to introduce to the Cabinet of Ministers the draft of the resolution on the organization of activities of the National center;
(b) in three-months time to approve in accordance with the established procedure and to perform state registration of the Technique of mass real estate appraisal;
(c) till the end of 2026 on the basis of results of experiment in the city of Tashkent, the best foreign practices, and also the conclusions and recommendations of the international experts to introduce the bill "About Mass Real Estate Appraisal" to the Cabinet of Ministers.
9. To the Ministry of Construction and Housing and Communal Services together with the Agency according to the inventory in two-month time to approve Summary indicators of replacement cost of buildings and constructions taking into account current trends of their construction.
10. To the Ministry of Economics and finance, to the Agency according to the inventory till November 1, 2025 for the purpose of the software of system of mass assessment on the basis of the Technique of mass real estate appraisal to develop and implement in practice:
(a) the automated information system "Market Monitoring of Real Estate" on collection, processing and data analysis on the real estate market;
(b) the automated information system "Mass Real Estate Appraisal" on cost determination, brought closer to market price of the real estate unit.
11. Determine that republican executive bodies, public authorities on places, self-government institutions of citizens and other organizations for requests of the National center within ten days shall provide free of charge the necessary estimates given for system mass, and also perform integration of the information systems with information systems of the National center.
IV. Organization and control of execution of the Decree.
12. To the Ministry of Economics and finance:
(a) in two weeks within the extreme total number of employees of the organizations in system of the Ministry of Economics and finance to form in structure of central office of the Agency according to the inventory the Management of coordination of system of mass real estate appraisal consisting of 7 established posts, financed from the Government budget;
(b) till December 1, 2025 to make in the Cabinet of Ministers offers on reduction of tax rates and reestablishment of taxation bases on the property tax and the land tax, on objects of property and the parcels of land which mass assessment is carried out proceeding from preliminary results of experiment in the city of Tashkent.
13. Authorize the director of the Agency of the inventory to allocate in coordination with the Ministry of Economics and finance additional established posts for the National center proceeding from operational load and efficiency of activities of his workers.
14. Make changes and addition to the Presidential decree of the Republic of Uzbekistan of January 25, 2023 No. UP-14 "About First-priority Organizational Measures for Effective Establishing Activities of Republican Executive Bodies" according to appendix No. 2.
15. Assign to the deputy prime minister D. A. Kuchkarov and the director of the Agency of the inventory F. Zh. Pulatov the personal responsibility for the effective organization of execution of this Decree.
16. Monthly discussion of course of execution of this Decree, implementation of coordination and control of activities of the departments responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
