About additional measures of increase in system effectiveness of management in the field of preschool and school education

For the purpose of attraction in management system in the field of preschool and school education of personnel with high potential, ensuring bringing the undertaken reforms to the lowermost link, worthy stimulation of workers of system, and also achievement of quality education by increase in efficiency of vertical management system:

1. Determine the main priority directions of management in the field of preschool and school education:

forming of complete vertical management system at the republican, regional, district and city levels by provision of quality education;

attraction on competitive basis in managerial structures of all levels of preschool and school education of the initiative candidates with high potential having modern knowledge, skills and qualifications;

step-by-step completion of the organizations of preschool and general secondary education by the managerial personnel having modern managerial and managerial capabilities;

carrying out the monitoring of assessment aimed at the development in pupils of skills of assimilation of knowledge, critical thinking, team work when ensuring provision of quality education;

implementation of new system of increase in professional and pedagogical skill of the teachers performing activities in system and also assignments of qualification categories by it;

increase in management efficiency by digitalization of organization activity of system.

2. Determine that:

a) due to optimization of 810 established posts of Specialized repair and operational service under district (city) departments of preschool and school education the total extreme number of managerial personnel of the Ministry of preschool and school education, and also its regional and district (city) divisions will be brought to 5 002 units;

b) the incentive system for long service of employees of the Ministry of preschool and school education, the agencies and the centers of its system, regional and district (city) divisions is entered;

c) since September 1, 2025:

the base wage rate of position of the director of the organizations of general secondary education increases by 20 percent;

the base wage rate of position of the deputy director of the organizations of general secondary education increases by 15 percent;

base wage rates of positions of directors of the preschool educational organizations I and II of groups raise by their equating with base wage rates of position of the deputy director of the organization of general secondary education III and IV groups respectively;

d) since January 1, 2026 at the expense of means of management fund of the organizations of general secondary education monthly allowances in the amount of 20 and 10 percent to base wage rates respectively for directors and their deputies depending on results of performance indicators of activities (KPI) are established.

3. To the ministry of preschool and school education:

together with the Ministry of Economics and finance to determine sources of financing of the actions provided by this Decree in a month and to take measures for entering of corresponding changes into parameters of the Government budget;

in two-month time to review job responsibilities of employees of the Ministry of preschool and school education of the Republic of Karakalpakstan, managements of preschool and school education of areas and the city of Tashkent, and also departments of preschool and school education of areas (cities), proceeding from the tasks determined for realization of reforms in system of preschool and school education;

in three-months time to develop and bring in accordance with the established procedure in the Cabinet of Ministers performance indicators of activities (KPI) of directors and their deputies for establishment of monthly allowances by it at the expense of means of management fund of the organizations of general secondary education.

4. Approve conditions of additional stimulation of employees of the Ministry of preschool and school education, the agencies and centers of its system, regional and district (city) divisions since April 1, 2025 according to appendix No. 1.

5. Financing of the means necessary for execution of this Decree is performed in 2025 due to funds redistribution, allocated to the Ministry of preschool and school education, and since 2026 - it is provided in parameters of the Government budget.

6. Make changes and additions to some acts of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 2.

7. To the ministry of preschool and school education together with the interested ministries and departments in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.

8. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.

Conditions of additional stimulation of employees of the Ministry of preschool and school education, agencies and centers of its system, regional and district (city) divisions

1. At the expense of the Government budget of the Republic of Uzbekistan the monthly length-of-service allowance in state bodies and the organizations in the coefficients established to official pay rate taking into account coefficient of stimulation is paid in the following sizes:

a) to employees of the Ministry of preschool and school education, agencies and centers of its system, Ministry of preschool and school education of the Republic of Karakalpakstan, managements of preschool and school education of areas and city of Tashkent:

from 1 year to 3 years - 0,3;

from 3 to 5 years - 0,6;

from 5 to 10 years - 0,8;

from 10 to 15 years - 1,0;

from 15 to 20 years - 1,2;

over 20 years - 1,5;

b) to employees of district (city) departments of preschool and school education:

from 1 year to 3 years - 0,15;

from 3 to 5 years - 0,3;

from 5 to 10 years - 0,45;

from 10 to 15 years - 0,6;

from 15 to 20 years - 0,75;

over 20 years - 1,0.

2. To employees of the Ministry of preschool and school education of the Republic of Karakalpakstan, managements of preschool and school education of areas and the city of Tashkent, and also district (city) departments of preschool and school education (except for methodologists) at the expense of the Government budget of the Republic of Uzbekistan the monthly allowances provided in the paragraph the second Item 1 of the resolution of the President of the Republic of Uzbekistan of January 9, 2017 No. PP-2722 "About measures for further enhancement of activities and strengthening of material stimulation of employees of territorial authorities of public administration" are applied.
