1. Approve the enclosed Rules of assignment of strips of frequencies, radio frequencies (radio-frequency channels) for radio-electronic means for the purpose of ensuring needs of defense and safety of the state.

2. To provide to department of radio-electronic fight of the General Staff of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

3) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of subitems 1) and 2) this Item within ten calendar days after day of the first official publication of this order.

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. Bring this order to the interested state bodies of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of assignment of strips of frequencies, radio frequencies (radio-frequency channels) for radio-electronic means for the purpose of ensuring needs of defense and safety of the state

Chapter 1. General provisions

1. Rules of assignment of strips of frequencies, radio frequencies (radio-frequency channels) for radio-electronic means for the purpose of ensuring needs of defense and safety of the state (further – Rules) determine procedure for assignment of strips of frequencies, radio frequencies (radio-frequency channels), for radio-electronic means for the purpose of ensuring needs of defense and safety of the state.

2. These rules extend to state bodies the Ministries of Defence of the Republic of Kazakhstan consisting on radio-frequency providing according to appendix 1 to these rules.

3. The radio-frequency range (further – RChS) is limited national resource in the field of communication, and right to use of radio frequencies in the territory of the Republic of Kazakhstan makes sure availability of allowing documents issued by the Ministry of Defence of the Republic of Kazakhstan (further – MO RK).

4. Distribution of strips of frequencies is performed in compliance by the order of the Acting Minister of investments and development of the Republic of Kazakhstan of January 20, 2015 No. 22 "The table of distribution of strips of frequencies between radio services of the Republic of Kazakhstan in the range of frequencies from 3 kHz to 400 GHz for radio-electronic means of all appointments" (it is registered in the Register of state registration of regulatory legal acts at No. 10375), and the plans of perspective use of radio-frequency range approved by MO RK, according to the Regulations of radio communication of International union of telecommunication (dalee-MSE) approved by the Secretary general of MSE (all updates in regulations of radio communication of MSE happen after holding the World conference of radio communication).

5. For the purpose of effective use of RChS, strips of frequencies, MO RK develops the plan of perspective use of RChS for state bodies consisting on radio-frequency providing MO RK.

6. In these rules the following basic concepts are used:

1) assignment (appointment) of strip of frequencies, radio frequencies (the radio-frequency channel) (assignment (appointment) (further – PCh, RCh (RChK)) - permission to use of RChS issued by radio-frequency body to the user of RChS on use of PCh, RCh (RChK) specified in this permission using radio-electronic means;
