RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

Some questions of implementation of the pilot project on provision of the basic public assistance (Extraction)

Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of social policy concerning realization within two years from the date of entry into force of this resolution of the pilot project on provision of the basic public assistance (further - the pilot project).

2. Approve enclosed:

Procedure for implementation of the pilot project on provision of the basic public assistance;

Procedure for use of the means provided in the Government budget for implementation of the pilot project on provision of the basic public assistance.

3. Determine that:

1) coordinator of the pilot project is the Ministry of social policy;

2) participants of the pilot project are:

subjects of the request for the basic public assistance are the citizens of Ukraine, foreigners and persons without citizenship who are constantly living in the territory of Ukraine, persons recognized in Ukraine as the refugees or persons needing additional protection (except persons which are in the territories which are temporarily occupied by the Russian Federation included in the list of the territories in which are conducted fighting or temporarily occupied by the Russian Federation, approved in the procedure established by the Cabinet of Ministers of Ukraine for which is not determined date of completion of temporary occupation, and persons which are located abroad (was conducted)):

- since July 1, 2025 - for date of the request for purpose of the basic public assistance are receivers of the government public assistance to needy families; the help on children to lonely mothers; the help on the children who are brought up in large families; temporary government assistance to children whose parents evade from payment of the alimony have no opportunity to contain the child or the residence their unknown;

- since October 1, 2025 - also the persons/families which are not specified in paragraph three of this subitem if they for date of the request for purpose of the basic public assistance conform to the requirements and criteria determined by the Procedure for implementation of the pilot project on provision of the basic public assistance approved by this resolution;

responsible for the organization and ensuring implementation of the experimental project Ministry of social policy, Ministry of digital transformation, Pension fund of Ukraine;

3) sources of financing of the pilot project are the means provided in the general fund of the government budget according to the budget program 2501540 "Support of needy families" and other sources which are not forbidden by the legislation;

4) the size of basic size for calculation of the basic public assistance constitutes 4500 hryvnias.

4. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

5. To the ministry of social policy:

To provide 1) till July 1, 2025:

technical completion of the Unified information system of the social sphere (further - the Single system) for ensuring charge and payment of the basic public assistance using the mechanism determined by the Procedure for implementation of the pilot project on provision of the basic public assistance approved by this resolution, developments/completions and implementations of functionality of electronic offices of authorized banks, and also ensuring technical capability of obtaining, accumulating, storage, accounting and monitoring in the Unified social register which is subsystem of the Single system collected for the processed information on receivers of such help in which it is estimated the corresponding payments are appointed and performed;

technical completion of the Single system for providing two-level (automatic and manual) studies by the Pension fund of Ukraine of recommendations about results of the verification of the state payments which is carried out by the Ministry of Finance according to the Law of Ukraine "About verification and monitoring of the state payments" and informing electronically means of the Single system through mobile application of the Single state web portal of electronic services (Action) / on e-mail addresses of receivers of the basic public assistance about the made decisions by results of processing;

electronic information exchange between the Single system and information and communication systems of authorized banks (via program interfaces of electronic information resources (services) (in case of technical capability);

the conclusion of contracts on electronic information exchange between the Ministry of social policy and authorized banks (in case of technical capability of implementation of electronic information exchange);

the conclusion of contracts on electronic information exchange between the Ministry of social policy and authorized banks for connection of workplaces of officials of authorized banks to the developed and implemented functionality of electronic office in the Single system and/or adjustments with them in case of technical capability of electronic information exchange;

To give 2) quarterly by results of implementation of the pilot project to the Cabinet of Ministers of Ukraine offers on review of categories of subjects of the request for the basic public assistance taking into account financial opportunities of the government budget;

3) within two months after completion of implementation of the pilot project to submit to the Cabinet of Ministers of Ukraine the report on results of implementation of the pilot project and the offer on modification of legal acts.

6. To provide to the pension fund of Ukraine till July 1, 2025 the conclusion of the relevant agreements / introduction of amendments to the available agreements between the Pension fund of Ukraine and authorized banks for connection of workplaces of officials of authorized banks to the developed and implemented functionality of electronic office.

Changes which are made to Resolutions of the Cabinet of Ministers of Ukraine

1. Item 12 of appendix to the resolution of the Cabinet of Ministers of Ukraine of February 26, 1993 No. 146 "About the list of income types which are considered in case of determination of the size of the alimony for one of spouses, children, parents, other persons" (ZP of Ukraine, 1993, No. 8, by Art. 161; Official Bulletin of Ukraine, 2000, No. 4, Art. 122; 2002, No. 27, Art. 1254; 2011, No. 55, Art. 2185; 2019, No. 43, Art. 1503; 2022, No. 18, the Art. 972) to add with the subitem 23 following of content:
