About the Concept of ecological safety of the Kyrgyz Republic for the period till 2040

For the purpose of safety of the personality, society and the state from challenges and threats in the field of climate change, environmental protection and environmental management, considering that the ecological safety is component of homeland security of the country, according to Articles 16, of 66, of 70, I decide 71 Constitutions of the Kyrgyz Republic:

1. Approve:

1) the Concept of ecological safety of the Kyrgyz Republic for the period till 2040 (further - the Concept of ecological safety) according to appendix 1;

2) the Action plan of the first stage for 2025-2029 on implementation of the Concept of ecological safety (further - the Action plan) according to appendix 2;

3) the Matrix of indicators of the first stage for 2025-2029 on implementation of the Concept of ecological safety (further - the Matrix of indicators) according to appendix 3.

2. To the ministries, administrative departments of the Kyrgyz Republic and National academy of Sciences of the Kyrgyz Republic, plenipotentiaries of the President of the Kyrgyz Republic in areas, city halls of the cities of Bishkek and Osh, local public administrations:

1) on permanent basis to perform coordination and monitoring of timely and complete execution of the Concept of ecological safety and the Action plan by the state bodies and local government bodies responsible for their execution;

To provide 2) at the scheduled time realization of provisions of the Concept of ecological safety and the Action plan;

3) annually, no later than February 10 of the year following reporting to provide information on the course of implementation of the Action plan in the Ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic.

3. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic annually, till February 25 of the year following for reporting, and following the results of the first stage of intermediate assessment and the second stage of complete assessment of implementation of the Action plan till March 25 of the corresponding year to provide information on the course of implementation of the Action plan in Administration of the President of the Kyrgyz Republic.

4. Determine that financing of the actions specified in the Concept of ecological safety is performed from republican and local budgets within the funds allocated to state bodies and local government bodies for the corresponding year.

5. Declare invalid the Presidential decree of the Kyrgyz Republic "About the Concept of ecological safety of the Kyrgyz Republic" of November 23, 2007 No. 506.

6. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

7. This Decree becomes effective after ten days from the date of official publication.
