About prevention of iodine-deficiency diseases

Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of prevention of iodine-deficiency diseases.

Article 2. Legislation on prevention of iodine-deficiency diseases

The legislation on prevention of iodine-deficiency diseases consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about prevention of iodine-deficiency diseases then are applied rules of the international treaty.

Article 3. Basic concepts

In this Law the following basic concepts are applied:

iodine-deficiency diseases - the diseases caused by deficit of iodine in organism, which are shown in the form of diseases of thyroid gland;

prevention of iodine-deficiency diseases - system of the actions directed to the prevention of iodine-deficiency diseases;

the iodated foodstuff - the foodstuff enriched with iodine in production process;

iodinated salt - the food salt enriched with iodine in production process.

Chapter 2. State regulation in the field of prevention of iodine-deficiency diseases

Article 4. State policy in the field of prevention of iodine-deficiency diseases

State policy in the field of prevention of iodine-deficiency diseases is directed to the prevention of emergence of iodine-deficiency diseases and is implemented by way:

enhancement of the legislation on prevention of iodine-deficiency diseases;

implementation of the economic, legal and organizational measures directed to saturation of the consumer market by iodinated salt and the iodated foodstuff;

implementation of the state control of quality and safety of iodinated salt and the iodated foodstuff, conditions of their storage;

the state support of scientific research in the field of prevention of iodine-deficiency diseases;

implementation of actions for preventive providing children and women of reproductive age with yodosoderzhashchy medicines;

the state support of production of iodinated salt and the iodated foodstuff, medicines and medicines used for prevention and treatment of iodine-deficiency diseases;

the organizations of preparation and retraining of personnel in the field of production of iodinated salt, the iodated foodstuff and medicines;

monitoring of efficiency of actions for prevention of iodine-deficiency diseases;

enhancement of information and analytical and statistical systems of accounting in the field of prevention of iodine-deficiency diseases;

attraction of financial resources of legal entities and physical persons, including foreign, to problems of iodine-deficiency diseases, methods of their prevention and treatment;

developments of international cooperation in the field of prevention of iodine-deficiency diseases.

Article 5. Public administration in the field of prevention of iodine-deficiency diseases

Public administration in the field of prevention of iodine-deficiency diseases is exercised by the Cabinet of Ministers of the Republic of Uzbekistan, and also the Ministry of Health of the Republic of Uzbekistan, the Uzbek agency of standardization, metrology and certification, public authorities on places.

Public administration in the field of prevention of iodine-deficiency diseases includes:

organization of holding preventive and sanitary and epidemiologic actions, diagnostics and treatments of iodine-deficiency diseases;

standardization and certification of medicines and medicines for prevention and treatment of iodine-deficiency diseases, iodinated salt and the iodated foodstuff;

state regulation of iodination of salt and foodstuff;

coordination of activities of state bodies, and also legal entities and physical persons in the field of prevention of iodine-deficiency diseases;

the state control of production and turnover of iodinated salt and the iodated foodstuff.

Article 6. Competence of the Cabinet of Ministers of the Republic of Uzbekistan in prevention of iodine-deficiency diseases

Cabinet of Ministers of the Republic of Uzbekistan:

provides development, approval and implementation of state programs in the field of prevention of iodine-deficiency diseases;

performs management of activities of state bodies concerning prevention of iodine-deficiency diseases;

performs other powers according to the legislation.

Article 7. Competence of the Ministry of Health of the Republic of Uzbekistan in prevention of iodine-deficiency diseases

Ministry of Health of the Republic of Uzbekistan:

exercises the state control over the implementation of requirements of the legislation on prevention of iodine-deficiency diseases;

realizes state programs in the field of prevention of iodine-deficiency diseases;

establishes sanitary and epidemiologic requirements for iodination of salt and iodination of foodstuff;

carries out monitoring of quality, production, storage, import and realization of iodinated salt and the iodated foodstuff;

will organize preparation and retraining of specialists in the field of prevention of iodine-deficiency diseases;

carries out explanatory work among the population on prevention of iodine-deficiency diseases;

performs other powers according to the legislation.

Article 8. Competence of the Uzbek agency of standardization, metrology and certification in prevention of iodine-deficiency diseases

Uzbek agency of standardization, metrology and certification:

approves state standards on production and conversion of iodinated salt and the iodated foodstuff;

exercises the state control and supervision of observance of mandatory requirements of standards by business entities in case of production and conversion of iodinated salt and the iodated foodstuff;

performs other powers according to the legislation.

Article 9. Competence of public authorities on places in the field of prevention of iodine-deficiency diseases

Public authorities on places:

provide development, approval and implementation of territorial programs in the field of prevention of iodine-deficiency diseases;

coordinate activities of the relevant state bodies for providing the population with iodinated salt and the iodated foodstuff;

within the powers exercise the state control of quality and safety of iodinated salt and the iodated foodstuff, conditions of their storage;

perform other powers according to the legislation.

Chapter 3. Measures for prevention of iodine-deficiency diseases
