The purpose of this Law is strengthening of role of political parties in updating and further democratization of public administration and upgrade of the country.
This Law is the basis for introduction of the relevant amendments to the Constitution of the Republic of Uzbekistan, and also changes and amendments in the current legislation.
Fraction of political party - the deputy consolidation created by the deputies pushed from political party, for the purpose of expression of its interests in Legislative house of Oliy Majlis of the Republic of Uzbekistan, and registered in accordance with the established procedure.
The fraction of political party which received the majority of places in Legislative house of Oliy Majlis of the Republic of Uzbekistan constitutes parliamentary majority.
Also several fractions of the political parties creating the block proceeding from proximity or coincidence of the program target tasks can constitute parliamentary majority.
The fractions of political parties which are not dividing rate and the program of again created government or its separate directions can announce themselves oppositional.
Merging of fractions of political parties in the block does not limit their independence in implementation of the rights provided by the law.
The fraction of political party which declared itself parliamentary opposition along with the powers provided by the law for fractions the right has:
on introduction of alternative edition of the bill before consideration in the first reading of the bill on the same question, and also the draft of the resolution of Legislative house of Oliy Majlis of the Republic of Uzbekistan;
on entering in the protocol of plenary session of Legislative house of Oliy Majlis of the Republic of Uzbekistan of the special opinion on the discussed questions;
on the guaranteed participation of her representatives in conciliation commission on the law rejected by the Senate of the Oliy Majlis of the Republic of Uzbekistan.
The rights of parliamentary opposition guaranteed by the law cannot be violated by parliamentary majority.
The deputy pushed from political party and the elected to Legislative house of Oliy Majlis of the Republic of Uzbekistan shall be the member of fraction only of this batch.
The fraction of political party from the structure elects the head of fraction of political party.
Head of fraction of political party:
performs the common directorship of activities of fraction of political party;
states the approved line item of fraction of political party on the questions considered at meetings of Legislative house makes official declarations on them (according to the decision of fraction of political party this power can be assigned also to other members of fraction of political party);
conducts on behalf of fraction of political party negotiations with Legislative house, its bodies and officials;
provides cooperation of fraction of political party with governing bodies of batch;
represents fraction of political party in relations with state bodies, foreign states, the international and other organizations;
signs decisions and other documents of fraction of political party;
makes recommendations about forming of the agenda of meetings of fraction of political party and performs the common directorship over preparation of the questions submitted for discussion;
convenes meetings of fraction of political party, presides over them;
invites for participation in work of fraction of political party of cabinet ministers of the Republic of Uzbekistan and heads of other state bodies, experts, representatives of institutes of civil society;
renders comprehensive assistance in the organization of activities of members of fraction of political party in the constituencies, proceeding from the tasks facing fraction of political party;
performs other powers necessary for effective activities of fraction of political party.
The head of fraction of political party on compensation, conditions of medical and transport service is equated to the deputy Spikera.
The head of fraction of political party has the deputy (deputies) elected at meeting of fraction of political party.
In case of absence of the head of fraction of political party of its power one of deputy managers of fraction of political party performs.
The decision on early termination of powers of the head of fraction of political party is made at meeting of fraction of political party.
The legislative house of Oliy Majlis of the Republic of Uzbekistan elects the Speaker of Legislative house and his deputies from the structure.
Deputy Speakers of Legislative house of Oliy Majlis of the Republic of Uzbekistan are elected by secret vote by a majority vote from total number of deputies for term of office of Legislative house.
In case of not election of the candidacy presented from Council of representatives of political parties Council of representatives of political parties has the right to present other candidacy from among deputies to position of the deputy Spiker of Legislative house of Oliy Majlis of the Republic of Uzbekistan.
Deputy Speakers of Legislative house of Oliy Majlis of the Republic of Uzbekistan cannot be elected in structure of committees of Legislative house.
Deputy Speakers of Legislative house of Oliy Majlis of the Republic of Uzbekistan for execution of the obligations stop membership in political party and cannot be part of fraction
