About realization of pilot project on rendering the state service "Forming and Adjustment of Individual Identification Number to the Foreigners and Stateless Persons Which Are Temporarily Staying in the Republic of Kazakhstan"

According to article 22 of the Law of the Republic of Kazakhstan "About the state services", PRIKAZYVAYEM:

1. Realize pilot project on rendering the state service "Forming and Adjustment of Individual Identification Number to the Foreigners and Stateless Persons Which Are Temporarily Staying in the Republic of Kazakhstan" (further – pilot project).

2. Approve:

1) the list of foreign institutions of the Republic of Kazakhstan in which the pilot project according to appendix 1 to this joint order is implemented;

2) algorithm of realization of pilot project according to appendix 2 to this joint order.

3. To the Ministry of Foreign Affairs of the Republic of Kazakhstan according to the Law of the Republic of Kazakhstan "About personal data and their protection" to provide when rendering the state service within pilot project receipt of consent of the subject of personal data in paper form.

4. To non-commercial joint-stock company "The Government for Citizens state corporation according to subitems 1) and 5-1) Items 2 of Article 38, of subitems 4) and 6) of Item 2 of Article 49, to subitem 3-2) of Item 3 of article 54 of the Law of the Republic of Kazakhstan "About informatization", items 4 and 8 Rules of integration of the objects of informatization of "the electronic government" approved by the order of the acting minister of information and communications of the Republic of Kazakhstan of March 29, 2018 123, to provide No.:

1) receipt of protocols with positive results of conformity testings to requirements of information security;

2) own operational center of information security and to provide its functioning or acquisitions of service of the operational center of information security at the third parties according to the Civil code of the Republic of Kazakhstan, and also provide interaction of the Center with the National coordination center of information security;

3) availability of the agreement of joint operations on information security of the state and non-state information systems;

4) taking measures to compliance of Single requirements in the field of information and communication technologies and ensuring information security.

5. For carrying out pilot project to provide to National Information Technologies joint-stock company (in coordination) technical maintenance when rendering the state services.

6. To provide to department of digitalization of the Ministry of Foreign Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) the direction of the copy of this joint order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" within five working days from the date of signing of the joint order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this joint order on Internet resource of the Ministry of Foreign Affairs of the Republic of Kazakhstan after its official publication.

7. To impose control of execution of this joint order on the chief of staff of the Ministry of Foreign Affairs of the Republic of Kazakhstan supervising the vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan and the deputy minister of internal affairs of the Republic of Kazakhstan.

8. This joint order becomes effective after ten calendar days after day of its first official publication and is effective till December 31, 2025.
