1. Approve:

1) Rules of activities of the journalist (the representative of mass media), the attendee at peaceful assemblies, according to appendix 1 to this order;

2) forms of distinctive marks of the journalist, according to appendix 2 to this order.

2. To provide to department of state policy in the field of mass media of the Ministry of Culture and information of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Culture and information of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Culture and Information of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of activities of the journalist (representative of mass media), attendee at peaceful assemblies

Chapter 1. General provisions

1. These rules of activities of the journalist (the representative of mass media), the attendee at peaceful assemblies (further - Rules), are developed according to article 26 of the Law of the Republic of Kazakhstan "About mass media" (further - the Law) and the subitem 122) of Item 15 of the Provision of the Ministry of Culture and information of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 4, 2023 No. 866 "About some questions of the Ministry of Culture and information of the Republic of Kazakhstan" and determine procedure for activities of the journalist (the representative of the mass media) (further - the journalist) which are present at peaceful assemblies.

Chapter 2. Procedure for activities of the journalist (representative of mass media), attendee at peaceful assemblies

When implementing the activities for collection, processing, preparation of messages and materials on peaceful assemblies for mass media, the journalist has in case of himself the certificate of the journalist, and also carries distinctive mark in the form approved according to Appendix 2 to this order.

3. The journalist when implementing the activities:

1) performs collection, processing, preparation of messages and materials, requests, obtains and distributes information;

2) does not make actions which create hindrances for smooth functioning of transport, infrastructure facilities, safety of property, and also interfere with free movement of the citizens who are not participating in peaceful assemblies.

3) does not interfere with lawful acts of the organizer and members of peaceful assemblies, and also the staff of state bodies, the organizations.

4. For ensuring professional activity of the journalist the local executive body takes measures for providing journalists with the Operational press center at the request of mass media, sent to local executive body.

5. The operational press center is the place (territory) which corresponds to the following conditions:

1) restriction with tape;

2) ensuring sufficient visibility for the work photo, video filming and receipts of interview;

3) providing with electric utility service;

4) safety of journalists by means of immediate reaction of staff of law-enforcement bodies, in case of their threat to life and health.

6. The journalist, performs the activities for collection, processing, preparation of messages and materials on peaceful assemblies for mass media as on site (territories) of the Operational press center, and beyond its limits.

7. For the purpose of escort of journalists to the Operational press center, assistance to journalists in receipt of interview, comments at organizers and members of peaceful assembly, explanation of the measures aimed at safety of journalists, the local executive body provides participation of the representative during peaceful assembly.

Appendix 2

Forms of distinctive marks of the journalist

Forms of distinctive marks of the journalist are the vest, armband, sticker. When carrying the specified distinctive marks it is necessary to provide their clairvoyance.
