About rendering in 2008 high-technology medical care to citizens of the Russian Federation at the expense of means of the federal budget

1. Approve enclosed:

Rules of forming in 2008 of the state task for rendering high-technology medical care to citizens of the Russian Federation at the expense of means of the federal budget;

Rules of joint financing in 2008 of the state task for rendering high-technology medical care to citizens of the Russian Federation by the medical institutions which are under authority of subjects of the Russian Federation and municipalities.

2. Financial provision of expenses on accomplishment of the state task for rendering high-technology medical care to citizens of the Russian Federation is performed within budgetary appropriations and limits of the budget obligations provided to the Ministry of Health and Social Development of the Russian Federation.

3. Control of target use of the funds allocated from the federal budget for rendering high-technology medical care to citizens of the Russian Federation is performed in accordance with the legislation of the Russian Federation.

4. This resolution becomes effective from the date of its official publication and extends to the legal relationship which arose since April 1, 2007.

Rules of forming in 2008 of the state task for rendering high-technology medical care to citizens of the Russian Federation at the expense of means of the federal budget

1. These rules establish procedure for forming in 2008 for the state task for rendering high-technology medical care to citizens of the Russian Federation (daleegosudarstvenny task).

2. The state task establishes the guaranteed amount of the high-technology medical care financed by means of the federal budget within the Program of the state guarantees of rendering to citizens of the Russian Federation of the free medical care for 2008 approved by the order of the Government of the Russian Federation of May 15, 2007 N286.

High-technology medical care within the state task in 2008 is provided according to standards of high-technology medical care:

the federal medical institutions which are under authority of Federal agency on high-technology medical care, Federal agency on health care and social development, Federal Medical Biological Agency and the Russian Academy of Medical Science, having the license for medical activities regarding performance of works (services) in rendering high-technology medical care or the license for medical activities granted till July 1, 2007 regarding performance of works (services) in rendering stationary (including expensive specialized) medical care.

3. Executive bodies of subjects of the Russian Federation in the field of health care submit requests for rendering high-technology medical care to the population of the subject of the Russian Federation to terms and in form which are established by the Ministry of Health and Social Development of the Russian Federation.

4. Selection of the federal medical institutions and medical institutions which are under authority of subjects of the Russian Federation and municipalities (further - medical institutions), for participation in accomplishment of the state task is performed according to the procedure, determined by the Ministry of Health and Social Development of the Russian Federation.

The list of the medical institutions participating in accomplishment of the state task affirms the Ministry of Health and Social Development of the Russian Federation.

5. The state task is developed by the Ministry of Health and Social Development of the Russian Federation on the basis and taking into account:

a) the Russian Federation declared by executive bodies of subjects in the field of health care of need of the population for rendering high-technology medical care;

b) profilnost and capacities of medical institutions;

c) standard rates of finance costs on rendering high-technology medical care;

d) the financial resources provided in the federal budget in 2008 on these purposes.

6. The state task affirms the Ministry of Health and Social Development of the Russian Federation.

7. The Ministry of Health and Social Development of the Russian Federation has the right to make changes to the state task within the budgetary appropriations provided in the federal budget in 2008 on financing of high-technology types of medical care.

Rules of joint financing in 2008 of the state task for rendering high-technology medical care to citizens of the Russian Federation by the medical institutions which are under authority of subjects of the Russian Federation and municipalities

1. These rules establish procedure for financial provision of the expenses on accomplishment of the state task for rendering high-technology medical care to citizens of the Russian Federation by the medical institutions which are under authority of subjects of the Russian Federation and municipalities performed at the expense of means of the federal budget in 2008 (further sootvetstvennogosudarstvenny task, medical institutions).

2. Financial provision of expenses on accomplishment of the state task is performed by provision of subsidies from the federal budget to budgets of subjects of the Russian Federation (further - subsidies).

3. Subsidies are provided based on the agreement on provision of subsidies to the budget of the subject of the Russian Federation on financial provision in 2008 of expenses on accomplishment of the state task for rendering high-technology medical care at the expense of means of the federal budget by the medical institutions which are under authority of the subject of the Russian Federation and municipalities (further - the agreement) imprisoned between the Ministry of Health and Social Development of the Russian Federation and executive body of the subject of the Russian Federation in the field of health care.

In the agreement are specified:

the medical institutions participating in accomplishment of the state task;
