Order of registration of the statement for release of goods before submission of the declaration on goods or refusal in its registration

1. This Procedure determines rules of the making of the customs transactions connected with registration of a statement about release of goods before submission of the declaration on goods, given in the form of the electronic document (further - the electronic statement), or refusal in its registration, by means of the Single automated information system (further - EAIS) customs authorities.

2. In case of receipt of the electronic statement in EAIS of customs authorities concerning this electronic statement in the automatic mode fixation of date and time of its giving and the direction to the applicant from EAIS of customs authorities of the authorized electronic message containing data on date and time of receipt of the electronic statement in EAIS of customs authorities are performed.

3. In case of submission of the electronic statement in EAIS of customs authorities in the automatic mode control regarding availability of the bases for refusal is carried out to registration of the electronic statement (further - formatno-logical control), stipulated in Item the 12th Article 120 of the Customs code of the Eurasian Economic Union <1> (further - shopping Mall EEU).

By results of registration of the electronic statement to the applicant from EAIS of customs authorities in the automatic mode the electronic document containing it registration number goes.

5. In case of identification in case of formatno-logical control of the bases for refusal in registration of the electronic statement, stipulated in Item the 12th article 120 of shopping Mall EEU, in the automatic mode the refusal in registration of the electronic application which is directed electronically to the applicant with indication of the reasons which formed the basis for such refusal is created.
