1. Approve the enclosed standard form of the service provision agreement on provision of codes of marking to participants of turnover of separate types of lubricants and special automobile liquids in packaging.

2. To impose control of execution of the order on the deputy minister of the industry and trade of the Russian Federation E. G. Priyezzheva.

3. This order becomes effective since March 1, 2025.

I. Subject of the agreement

The operator shall create according to the requests of the Participant for receipt of codes of marking (further - the request of the Participant) created by the Participant and sent to the Operator by means of the issue registration device (to generate) the quantity of codes of marking specified in requests of the Participant and to present them to the Participant, and the Participant shall pay services in provision of codes of marking on terms of the contract.

II. Interaction of the Parties

2.1. The operator assumes the following obligations:

2.1.1. Create (to generate) codes of marking according to requests of the Participant and provide marking codes by means of the device of registration of issue of the Participant (further - the device of registration of issue of the Participant) according to the procedure and terms which are established by the Section VI of Rules.

2.1.2. Provide according to requirements, statutory rules, reflection in the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification <2> (further - the MT system), the data received from the Participant.

2.1.3. Refuse to the Participant issue of codes of marking or cancel the marking codes issued to the Participant not transformed by the Participant to means of identification in the cases established in the Section VI of Rules.

2.2. The participant assumes the following obligations:

2.2.1. Fill in requests of the Participant with use of form and format of the request, the Rules approved by the Operator according to the Section VI.

2.2.2. Pay services in provision of codes of marking according to the procedure and on terms of the contract.

2.3. The participant has the right:

2.3.1. Send to the Operator of the request of the Participant during the term of the agreement.

2.3.2. Provide transformation of the received marking codes to means of identification to the terms established by the Section VI of Rules.

2.4. Each of the Parties independently and at own expense ensures safety of the hardware and software systems and information systems involved in case of information and technological interaction within the Agreement and independently bears the risks connected with illegal access for the third parties to such hardware and software systems and information systems.
