About the reporting of payment service providers

Based on subitem 3.11 of Item 3 of Article 4, subitem 1.10 of Item 1 of Article 24, subitems 2. 1, 2.4 Items 2 of article 41 of the Law of the Republic of Belarus of April 19, 2022 No. 164-Z "About payment systems and payment services", parts one of article 39 of the Bank code of the Republic of Belarus DECIDES: Board of National Bank of the Republic of Belarus

1. Approve the Instruction about submission of the reporting and other information by payment service providers it (is applied).

2. Determine that the reporting and other information constituted according to requirements of the Instruction about submission of the reporting and other information by payment service providers approved by this resolution for the first time is submitted in National Bank in the following procedure:

2.1. the payment service providers included in the register of payment service providers and types of the payment services rendered by them till April 1, 2025:

reporting and other information on sequence numbers 12. 1, 15.1, 15.2 of the list of types of the reporting and other information provided by payment service providers in National Bank according to appendix to the Instruction about submission of the reporting and other information by payment service providers (further – the list) for January-June, 2025 – no later than August 20, 2025;

reporting and other information on sequence numbers 1. 1, 1.2, 2.1, 3.1, 3.2, 4.1, 7.1–7.3, 9.1–9.3, 12.3, 12.4, 15.3 of the list for the I-II quarters 2025 – no later than August 20, 2025;

reporting and other information on sequence numbers 6.1-6. 3, 10.1–10.3, 11.1 of the list for the first half of the year 2025 – no later than August 20, 2025;

reporting and other information on sequence numbers 1. 3, 12.2, 13.1, 13.2, 14.1–14.4 of the list for 2025 – no later than February 20, 2026;

reporting and other information on sequence numbers 2. 2, 5.1, 8.1, 16.1, 16.2, 17.1 of the list for the corresponding accounting periods – no later than the terms determined in the list;

2.2. the payment service providers included in the register of payment service providers and types of the payment services rendered by them after April 1, 2025, the reporting and other information for the accounting periods which expired from acceptance date National Bank of the executive decision about inclusion in the register of payment service providers and types of the payment services rendered by them – in three months from acceptance date National Bank of the specified executive decision.

3. This resolution becomes effective since July 1, 2025.

The instruction about submission of the reporting and other information by payment service providers

1. This Instruction determines the list, amount, methods, procedure and terms of submission of the reporting and other information by the payment service providers, members of payment service providers who are the payment service providers included in the register of payment service providers and types of the payment services rendered by them (further, unless otherwise specified, – payment service providers, the register), in National Bank.

2. For the purposes of this Instruction terms are used in the values determined by the Law of the Republic of Belarus "About payment systems and payment services".

3. Payment service providers provide the reporting and other information in National Bank according to the list.

4. In the list for each type of the reporting and other information are determined:

name of type of the reporting and other information;

terms of submission of the reporting and other information;

types (categories) of payment service providers to which types of the reporting and other information are applicable.

Types (category) of payment service providers to whom types of the reporting and other information are applicable in the list are determined according to types of the payment services rendered by these payment service providers, data on whom are included in the register.

5. The amount of the reporting and other information for each type of the reporting and other information and type (category) of the payment service provider is carried their National Bank to payment service providers by placement on the official site of National Bank on the global computer Internet and (or) the directions in writing.

6. Payment service providers provide the reporting and other information in National Bank irrespective of the actual implementation of payment activities in the accounting period.

7. The payment service provider provides the reporting and other information by means of one of the following methods:

documentary information portal of National Bank;

systems of transfer of financial information;

systems of interdepartmental electronic document management of state bodies of the Republic of Belarus;

the different way approved by National Bank.

In case of impossibility to provide submission of the reporting and other information with the methods specified in paragraphs the second or fourth to part one of this Item, the payment service provider no later than 10 working days before the expiration of the submission of the reporting and other information determined in the list in writing addresses to National Bank behind coordination of submission of the reporting and other information otherwise with indication of:

reasons for need of submission of the reporting and other information otherwise;

the offered method of submission of the reporting and other information;

the period during which the reporting and other information will be provided by the offered method.

The payment service provider can provide the reporting and other information by the method approved by National Bank after receipt of the notification of National Bank. Such notification goes to the payment service provider in writing within 5 working days from the date of receipt of its appeal to National Bank.

8. In introduction cases in the accounting period of changes in the register regarding expansion or reducing the list of types of the rendered payment services, lack of opportunity to submit the reporting and other information in time, determined in the list, on origin of crisis (faulty) situation the payment service provider can no later than 5 working days before the expiration of the submission of the reporting and other information determined in the list in writing to address to National Bank behind coordination of prolongation of term of submission of the reporting and other information with indication of:
