About approval of the professional standard "Organization and Regulation of Work"

According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" PRIKAZYVAYU:

1. Approve the professional standard "Organization and Regulation of Work" according to appendix to this order.

2. To provide to department of work and social partnership of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) within five working days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard: "Organization and regulation of work"

Chapter 1. General provisions

1. Scope of the professional standard:

The professional standard is developed according to article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" establishes general requirements to knowledge, abilities, skills, work experience taking into account formal and (or) informal, and (or) informalny education, the skill level and competence, content, quality and working conditions in the sphere of the organization and regulation of work for the purpose of increase in efficiency and quality of professional activity and are formed basis in the course of recognition of professional qualifications.

2. In this professional standard the following terms and determinations are applied:

1) information and communication technologies – set of methods of work with electronic information resources and the methods of information exchange performed using the hardware and software and network of telecommunications;

2) working conditions – payment terms, regulations of work, accomplishment of labor obligations, the mode of working hours and time of rest, procedure for combination of professions (positions), expansions of zones of servicing, accomplishment of obligations of temporarily absent worker, safety and labor protections, technical, production living conditions, and also others as agreed by the parties working conditions;

3) work regulations – measure of costs of work are also established for the worker of the corresponding qualification according to the reached level of the equipment, technology, production organization and work;

4) replacement and review of regulations of work – the necessary and natural process requiring the relevant organization of control at the level of the organization and its divisions;

5) labor productivity – the quantitative index characterizing effectiveness of work;

6) labor function – enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;

7) work regulation – determination of necessary costs of work (time) for performance of work (production of unit of production) by workers in specific organizational specifications and establishment on this basis of regulations of work;

8) local regulations of work – are developed at the companies (in organizations, the organizations) when there are no cross-industry and industry normative materials in case of implementation of more progressive organizational specifications or discrepancy of regulations considered in case of development of the operating industry regulations of work;

9) workplace – the place of permanent or temporary finding of the worker in case of accomplishment of labor obligations by it in the course of labor activity;

10) microelement regulation – regulation of work by means of in advance developed minerals of labor process, it is very perspective direction;

11) performance standard is the established amount of works (quantity of units of production) which the worker or employee group (in particular, crew) the corresponding qualification shall be executed (to make, transport and so on) in unit of working hours in certain organizational specifications;

12) cross-industry regulations – intend for regulation of work at the works performed at the companies (in organizations, the organizations) two and more industries of economy;

13) cross-industry standard regulations of work – normative materials on work which are used for regulation of work of the workers occupied with performance of works on identical technology in similar organizational specifications in various industries of economy;

14) industry standard regulations – the normative materials on work intended for regulation of work at the works performed in the organizations of one industry of economy;

15) the standard rate of number – the established number of workers certain professionally - qualification structure, necessary for accomplishment of specific functions, rendering services, accomplishment of certain amount of works in determined organizationally - specifications;

16) time observation – method of studying of costs of time by means of fixing and measurements of duration of the performed operations.

3. In this professional standard the following reducings are applied:
