About approval of Rules of monitoring of condition of heat-and-power engineeering

According to Item 2 of article 21 of the Law of the Republic of Kazakhstan "About heat-and-power engineeering" PRIKAZYVAYU:

1. Approve Rules of monitoring of condition of heat-and-power engineeering (further – Rules) according to appendix to this order.

2. To provide to development department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to legal department of service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication, except for Items 4, of 11 and 18 Rules which become effective since January 1, 2026.

Rules of monitoring of condition of heat-and-power engineeering

Chapter 1. General provisions

1. These rules of monitoring of condition of heat-and-power engineeering (further – Rules) are developed according to Item 2 of article 21 of the Law of the Republic of Kazakhstan "About heat-and-power engineeering" (further – the Law) and determine procedure of monitoring of condition of heat-and-power engineeering (further – monitoring).

2. In these rules the following main terms and concepts are used:

1) accident rate – the general duration of shutdown of heating, the number of the consumers who were left without heating;

2) local system of heat supply – the system of heat supply which is belonging to one physical person or legal entity or being part of common property of object of condominium and functioning for one or several consumers of heat energy from one or several sources of heat energy on the thermal networks which are not networks of centralized system of heat supply;

3) individual system of heat supply – the system of heat supply providing the single consumer with heat energy from autonomous source of heat energy without connection to thermal networks of centralized and local systems of heat supply for needs of heating of the individual apartment house;

4) system of heat supply – complex of the installations intended for production, transportation and use of the heat carrier;

5) subjects of heat supply are the heatmaking and heattransporting subjects;

6) the heatmaking subject – the individual entrepreneur or the legal entity performing activities for production of heat energy according to the Law;

7) the heattransporting subject – the individual entrepreneur or the legal entity performing activities for transportation and (or) realization of heat energy according to the Law;

8) planned targets of heat-and-power engineeering – value of the key indicators planned to achievement in the short term;

9) the actual indicators of heat-and-power engineeering – value of key indicators for this (current) period of time;

10) key indicators of heat-and-power engineeering – the main indicators (indicators) of assessment of condition of heat-and-power engineeering;

11) the consumer of heat energy (further – the consumer) – the physical person or legal entity acquiring heat energy for own consumption and (or) further sale to the subconsumer according to the Law;

12) the heatconsuming installations – complex of devices, held for use heat energy, the heat carrier for needs of the consumer of heat energy;

13) authorized body in the field of heat-and-power engineeering (further – authorized body) – the central executive body performing management and cross-industry coordination in the field of heat-and-power engineeering;

14) the device of commercial accounting – the technical device intended for commercial accounting of heat energy and (or) the heat carrier, allowed for use according to the procedure, determined by the legislation of the Republic of Kazakhstan;
