According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", PRIKAZYVAYU:

1. Approve the enclosed professional standard "Civil defense".

2. To provide to committee on civil defense and military units of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) the direction of the copy of this order in the republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective from the date of its signing.

Professional standard "Civil defense"

Chapter 1. General provisions

1. The professional standard "Civil defense" is developed according to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", establishes requirements in the field of professional competence of the specialist in the organization and conducting civil defense, regarding possession of skills, abilities and knowledge which is shown it in case of position assignment, confirmation of qualification, certification, assessment, certification, preparation and retraining and is intended for forming of educational programs, including training of workers in the organizations and for use by wide range of users:

1) workers – for application of the established requirements to profession in industry, planning of increase in the qualification and career promotion;

2) employers – in case of development of job descriptions and obligations of workers, forming of criteria during the hiring and employee assessment, and also creation of programs of advanced training, development, promotion and staff rotation;

3) the organizations (bodies) performing activities for certification and assignment of qualification – in case of development of estimative materials in case of certification of personnel and development of criteria of qualification of workers on compliance level;

4) state bodies – for use as criteria during the monitoring and market forecasting of work.

2. In this professional standard the following terms are applied:

1) industry frame of qualifications – the structured description of the qualification levels recognized in industry;

2) type of labor activity – the allocated complete stage of engineering procedure combining occupations (profession/position) in the professional standard;

3) labor function – enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;

4) professional task (task) – the element of labor function allowing to dekompozirovat function for accomplishment of single actions;

5) profession – the main occupation of labor activity of the person requiring the certain knowledge, abilities and practical skills acquired as a result of special preparation and confirmed by the relevant documents on education;

6) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely;

7) ability – capability physically and (or) intellectually to perform separate single operations within professional task;

8) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task;

9) competence – capability to apply the skills allowing to carry out one or several professional tasks constituting labor function;

10) qualification – degree of readiness of the worker, its knowledge, skills to high-quality accomplishment of specific labor functions;

11) skill level – set of requirements to level of training and the employee competence differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence. The skill level corresponds to the level and content of descriptors national and industry framework of qualifications;

12) bachelor degree – the higher education which educational programs are directed to training with award of degree "bachelor" on the corresponding specialty;

13) magistracy – postgraduate education which educational programs are directed to training with award of degree "master" on the corresponding specialty;

14) the organizations of education – the educational institutions realizing educational programs technical and professional after secondary, higher and postgraduate education, and also the organization of formation of industry employers' associations;
